Also, I removed Eventscripts quite some time ago so I'm not entirely sure
where you're getting that from :O

Hmm, I set it to US Eastern but I'm not entirely sure that would be accurate
as it's hosted in Dallas.

It's possible you and your admins aren't seeing the entire list. A
lot
  of
home routers/modems will barf after a few hundred.
   
The master server returns servers based on IP address. For example
if
   your
ip is 74.x.x.x, you will see 74.x.x.x servers first and then 73
and 75, etc.

I'm using a WRT54G v2 or v3, running tomato also. I love it. Alchemy and 
Talisman caused me all kinds of problems. I switched to Tomato, and surprise 
surprise all of my ftp problems went away. Stable, fast, does what I need 
and then some. AND...with this router, running the same firmware you are 
running, I see you (along with 21290 other CS servers) on the Steam Internet 
tab.

/shameless plug for tomato firmware :-)

I'm in a little white trash town about a half hour south of Salem, Oregon, 
about 10 miles off of I-5. ISP is Centel. They have an office about 5 blocks 
from my place, and I have a 10mbps/768kbps DSL line that never hiccups.

I made sure my filters were all off, Game set to Counter-Strike: Source, 
refresh all. Loads dog slow. Go eat dinner. Come back. 21291 servers loaded. 
Scroll way down. And there you are, Zombie Mod v2 :: PlagueFest.com :: 
Unlimited Ammo - FastDL. You ping at about 60 or so.

It takes a few minutes for all of the servers to load, but when they finish 
loading, I see you no problem.

What is your local IP address?

The IP of your server is high up there, if you're in the US, it may take a
while before servers with the 200+ octet get sent to you. Valve's master
server uses the octets of the IP as a crappy version of GeoIP. They sent you
servers closest to your own octet first.

I'd really wish they would go ahead and just throw up a copy of GeoIP
country and send you servers from your own country first and be done with it
:P

Would it be in my best interest to grab a 69.xxx.xxx.xxx block and use that?
Ook can see my server after he gets a list of 21291 IPs he can find me (I'm
assuming I was added around the 18000 mark.)

It's possible you and your admins aren't seeing the entire list. A lot of
home routers/modems will barf after a few hundred.

The master server returns servers based on IP address. For example if your
ip is 74.x.x.x, you will see 74.x.x.x servers first and then 73 and 75, etc.

Really? Where are you Ook? No one can find it in North America via the
internet tab (Atleast from what I've found, I can't find it either and I
really don't think it's my router (WRT54GL running Tomato).)

   It's possible you and your admins aren't seeing the entire list. A lot
 of
   home routers/modems will barf after a few hundred.
  
   The master server returns servers based on IP address. For example if
  your
   ip is 74.x.x.x, you will see 74.x.x.x servers first and then 73 and 75,

Check the sv_region setting in your server.cfg file to make sure it's right.

// REGION SETTINGS - The world region to report this server in for the Valve
Master Server's list.

// Europe - sv_region 3 
// Asia - sv_region 4 
// Australia - sv_region 5

Example: sv_region 255

Also, you appear to be running several old plugin versions. I believe
SourceMod and Eventscripts are out of date. You may wish to update them. 

Looks like you're making progress.
