Yeah, I know.  We're fighting that right now.  We use a bunch of internal FTP 
(where we don't need TLS) between Windows PCs and the mainframe.  They tried to 
change our remote access from Cisco VPN to something called zscaler which 
apparently doesn't build a full tunnel.  Anyway, Microsoft ftp client doesn't 
support passive and zscaler only supports passive.  Guess what quit talking?

If that PC has email for/by the client, then if you can attach a 
file, that has been through translation from EBCDIC to ASCII (or 
the code page of your choice), then that might be the best way to 
get that to you. Just trying to think outside the box.

Robert is on the right path.

It's been decades since I used Passport.  But you need to have your 3270 
session setup with extended attributes enable, then setup IND$FILE options in 
Passport to use Structured Field or something like that.  Then you can set the 
block size to the largest Passports supports.  This is not file block size.  
This block size is used to determine how many bytes of data IND$FILE will send 
in one chunk before it waits for an ACK to send more. Not sure what Passport 
may support, but the default is normally about 2K and the max. allowed by 
IND$FILE is 32K.

My first instinct is to look at the network traffic of your transfer 
with wireshark or something equivalent, provided it's not SSL-encrypted.
That can potentially help you to understand why the transfer rate is so 
low. Maybe there are many retransmissions or something like that.
At any rate, that's very easy to do and can help you to rule out 
scenarios.

You're probably paid a fair amount of dosh, so it would be in the best
interest of your client to give you the tools to do your job in the best
possible way, so you could even suggest you pay for Vista yourself, it's
only USD 30, I doubt that that would break the bank, and ask your client to
install it. And for ftp, FileZilla is free.

not as fast as ftp, but I regularly transfer nearly 5 Gb from z/OS to the
PC, which doesn't take that long.

It may not be the same for PASSPORT, but I use "DFT" mode with the

try to change, if they're available those settings,  or get a 30-day trial
copy of Vista, and see if that makes any difference.

MY Best advice would be to use ftp or some other file transfer program 
(Connect:Direct, XCOM or others) that works over TCP/IP.

Using the 3270 protocol that was meant for displaying screens to transfer files 
was never very fast.

Any suggestions to speed it up?
