SCLM has been functionality stabilized for many years now - I would suggest trying to find another alternative. Perhaps use Git for z/OS ? You could maintain the master JCL in zFS directories under Git control with a "deployment" method to copy to run-time PDS/Es. There is also Lionel Dyke's "zigi" tool that might be of interest.
