There were talks of proposals of being able to pull from a fund, however my 
mind says that if you pull from the fund, you may have to pay into the fund... 
We are not charging late fees, we are not disconnecting people, and we are not 
charging overages during this time.  We are slowing people down to a minimum 
(3M) connection to those that don't pay, so they can still do some things 
online to get by.  There may be creative ways for you to work with customers 
that will gain you some kudos down the road.  I know your margins are down, and 
will be until the economy gets going again.

Let me know if you do get to a point that you are wanting to get more 
information on reimbursements and I can ask Scott Rudd about it.

I would like to know this as well. So far we have been able to keep the numbers 
down by increasing throughput for free for those who pay on time. So we are 
around 3%.but it's going to be those same 3% over the next month or so and I'm

Does anyone know who in Indiana we can submit a bill to for the people who did 
not pay their bill. I have 35 that we did not shut off and remember in past 
Indiana WISP emails we could contact someone with the state that would 
reimburse us if we did not shut them off. I just can't seem to find that email.



I suppose I am pretty lucky having only about 4% no pays .

Coworker exposed to patient confirmed with COVID-19
Any coworker not in protective gear who was exposed to a COVID-19 confirmed 
patient in a low-risk encounter may return to work if they have no symptoms and 
would wear a face mask for the duration of at minimum 14 days post-exposure as 
they perform their daily job duties.

Those coworkers who had high-risk exposures to COVID-19 patients that includes 
direct contact, prolonged exposure >30 minutes within a 6-foot radius, and or 
other procedures that may have exposed them to bodily fluids or aerosolized 
particles, may be allowed back to work if free of symptoms and/or have a 
negative COVID-19 test as an alternative to 14-day home quarantine. Again, in 
this case these coworkers would be required to wear a face mask for at least 
the following 14 days as they performed their daily duties.

In both cases these coworkers would be required to self-report any symptoms for 
fever, cough, shortness of breath, GI symptoms or anything out of the ordinary 
before they report to work. The presence of symptoms would require the coworker 
to begin a home quarantine and further COVID-19 testing and at a minimum they 
would be required to stay home until symptoms improved and fever free (without 
antipyretics: fever-reducing medicine) for 72 hours and post-initial symptoms 
by at least seven days, or without fever (without antipyretics) and absent or 
improved symptoms for 24 hours and then have two negative COVID-19 test 
24-hours apart.

In addition to the self-reporting of symptoms, those coworkers with high-risk 
exposures need to have their temperature checked by a supervisor or coworker 
prior to the start of their shift and not have a fever. If fever is present, 
those coworkers will get COVID-19 tested and would be sent to home quarantine. 
Return to work would follow same criteria as above.

I brought this up on our pre-call yesterday and everyone is across the board.  
Some are doing no installs, some are doing a self-install where they give the 
customer a cable and drill a hole without entering the house, and some are 
doing full install with precautions.  We will be asking the State for an 
essential company as to what is necessary for PPE, and good guidelines.  Any 
delivery company would also fall under these guidelines.  No one is wanting to 
publish standards unless blessed by the State because it exposes them to 
liability if someone gets sick.

Today's call to the LG and Scott Rudd, they are saying that it is a business 
decision as to how you protect your employees because you are an essential 
business.  Please follow all guidelines that are published... as to what that 
means, they asked the group if anyone would share their protocols and/or 
policies, and the only person that said anything was from the cable industry 
and their response was it is highly classified, but they will try and share 
some things... but for the most part, it was silent.

If anyone has any other questions or concerns, I will bring them up at the next 
meeting.

Eric, I think we need to bring to the attention of the state that Internet 
Service Providers are seen as Essential services. If you consider all the other 
essential services, ISPs are some of the only services that MUST be in the 
individuals home or business.  Its not like you can install a new service and 
only be outside the home.  Other services may need in but many of those are 
handled by contractors that have already completed that service to the outside. 
 I think that additional considerations, testing's, and access to protective 
gear should be considered as we make working from home possible for thousands 
of Hoosiers.  I would expect IBTA, INECA, Cable, and even the REMCs could get 
behind that.

Folks,

You all know how much I hate tax money being given out to support and build 
broadband related networks. However,  these are unusual times, so we can save 
that debate for another day.

I don't like sharing emails I send out because I have seen my stuff 'borrowed' 
without permission lately.   Today, you all have my permission.  This is how we 
are handling it.  You may be doing something similar.

Until the end of May, the following will be put in place for our billing and 
collection procedures:

  1.  The due date of the first (1st) of each month will remain.
  2.  No late fee will be charged if you miss your payment on the first (1st).
  3.  No disconnects will occur until the end of May.  We are keeping the 
service on.
  4.  Any missed payments or payments due will still be owed and not written 
off.
 *   Any unpaid balance by the 10th (our normal grace period) could result 
in a temporary reduction in bandwidth to 3 Mbps until paid current.
  5.  Customers who cannot afford to pay for their account or no longer have 
household income can:
 *   Reduce the monthly payment by speaking with our office to find a 
solution.
 *   Receive a temporary free account of 3 Mbps for basic email, searching, 
social media, etc.  Streaming services will be restricted.
 *   Suspend the account short-term if needed.
  6.  Prepaid monthly discounts are available if needed.
We continue to offer Credit Card Auto Payments, Online Payments including ACH, 
Checks and Cash


None of us have been put into this situation before so the collaboration is 
good.

Here is the info on NTCA's phase 3 stimulus proposal for keeping consumers 
connected to broadband...

As Congress considers various measures to help our nation manage through the 
COVID-19 pandemic and to help stabilize our economy, attached is an NTCA 
proposal for your consideration to help ensure that every American maintains 
access to essential broadband and voice services.

The FCC's "Keep Americans Connected" pledge has been signed by hundreds of 
broadband providers - many of which are NTCA members - committed to helping 
customers under economic distress remain connected to broadband and voice 
services over the next 60 days.  However, concerns persist that many customers 
could lose the ability to pay for voice and broadband at a time when they need 
these services most to work and learn from home.  Therefore, NTCA has drafted 
the attached proposal to avoid the prospect of smaller broadband providers 
being unable to sustain the commitment to keep every customer connected in the 
event of prolonged and significant economic distress caused by the pandemic.

Under the Critical Connectivity Continuity (CCC) Program, a small business 
broadband provider could seek recovery from the CCC fund for broadband 
services, but only to the extent that:
a.a customer failed to make payment in full for his or her 
broadband service during the pandemic; or
b.the small business broadband provider initiated a program to 
provide customers with free or discounted broadband services (or upgraded 
services) during the pandemic due specifically to the presence of a student in 
the household in need of distance learning capability


I am not really sure how I feel about government funds, as we have always tried 
to keep our hand out of the cookie jar, because government money seems to have 
strings attached.  Once we take from the CCC, I have a feeling that we will 
then need to contribute to the CCC going forward.  Just my initial thought.

have new protocols we have put in place for any in-home work.  We have had a 
significant increase, yes...

So I recently have transitioned into this role, but was not given the call in 
information in time, so I was unable to attend.  I will attach some of the 
information that was sent so that you are informed.  There are two pieces of 
information that I have received, one that the CISA released 
https://www.cisa.gov/news/2020/03/19/cisa-releases-guidance-essential-critical-infrastructure-workers-during-covid-19
 that is guidance, that communication providers are to staff as needed to 
provide the services necessary.  The second document I have attached is the 
2015 Homeland Security communications sector plan.  Since it was developed in 
2015, I would assume it would be of good guidance until we hear otherwise.  
Scott already sent out the letters from DHS and CISA for travel and fuel.

discussion, or off-list.

So I recently have transitioned into this role, but was not given the call in 
information in time, so I was unable to attend.  I will attach some of the 
information that was sent so that you are informed.  There are two pieces of 
information that I have received, one that the CISA released 
https://www.cisa.gov/news/2020/03/19/cisa-releases-guidance-essential-critical-infrastructure-workers-during-covid-19
 that is guidance, that communication providers are to staff as needed to 
provide the services necessary.  The second document I have attached is the 
2015 Homeland Security communications sector plan.  Since it was developed in 
2015, I would assume it would be of good guidance until we hear otherwise.  
Scott already sent out the letters from DHS and CISA for travel and fuel.

If anyone has any questions, please forward them, either on-list for 
discussion, or off-list.

Comcast and AT can survive something like this. Companies like ours will 
have a much harder time.

SBA loans are available but are not helpful because they have to be repaid and 
personally guaranteed by the business owner.  When the State permits 
customers to consume our services without paying for them,  personal guarantees 
do not seem appropriate.   A grant would be more appropriate in this 
situation.

This opens the door for people thinking and expecting the internet to be
free, and to then flame WISP's that try to collect the money that is owed to
them. Helping people is a really good thing (as Tyson mentioned), but it
would have to be done in some sort of way that protects WISP's from the
large number of cases of abuse that will likely come up.



As a small business we don't have a pile of money sitting around to absorb
this type of hit. These types of decisions can lead to companies closing and
employees being let go (due to lack of cash), which makes the problem even
worse than before. It is very easy to announce this kind of policy, but
extremely difficult to take it back once in place.

Corona virus situation. How have you changed your normal operating procedures.

I know our company has signed on to the FCC keep America connected. We are not 
doing any kind of free upgrades at the current time or free installs. But are 
being very lenient to frustrated customers because we know they're stressed. We 
have also changed our install and repair procedures for entering people's 
houses. We make sure that there are no sicknesses in the home, techs where 
gloves and shoe covers while in the home, wash hands before and after, request 
that the customer keep social distance, and the text can leave at any time they 
don't feel comfortable. We have also stopped requiring customer to sign 
documentation if the customer is being a pain they can take a picture of the 
customer with a thumbs up in front of the paperwork.

Here are some pieces from our last email.  We have sent two system wide emails 
in the past ten days:

Installs, Alignments and other Service Calls:
As always, outages and alignments have our highest priority.  This policy will 
continue.  New customer installations and upgrades will now be given high 
priority as well to accommodate the demand of customers having to work from 
home.  Minor items like firmware upgrades, trenching, relocates, minor speed 
problems, drone flights etc. will all be put on lower priority.
Please understand that we need to use our manpower to help those who are being 
forced to work from home and need emergency upgrades and installs.   Obviously, 
we will work through any outages that arise but it’s critical we focus on the 
immediate demands that are occurring.

Employee and Customer Interactions:
Please help us maintain a safe working environment during these difficult times.

  1.  Installers/Service Techs will ask if you have anyone sick at home or the 
office.  If there is, we would need for you to reschedule immediately.
  2.  Installers/Service Techs will wear boot covers, gloves and a basic mask 
ONLY if you ask for them to do so while working inside the home.  We commonly 
try to wear boot covers when inside if possible.  Please note, stocking these 
items may become difficult at times.
  3.  We ask you always respect the installers/Service techs space by 3 feet.
  4.  At no charge to the customer, if the installer feels any medical 
potential of infection, they have the right to suspend the installation and 
force it to be rescheduled later.
  5.  Our employees are asked to call in and stay home if they have any illness 
beyond allergies. As a result, this could cause a reduction in staffing.
  6.  Our goal is to protect you the customer, our employees and the community 
we work in.  Please work with us under these stressful and difficult times.  We 
understand the internet is like a utility and needs be working 24/7.
  7.  It is our policy for Installers/Service Techs to call before coming.  
Under no circumstances will they be allowed to work without the homeowner’s 
permission.

Our office operating hours will not change.  Some employees may work during the 
weekends to expedite service work and installs if approved or if a customer 
pays for an emergency fee for such.
Other actions:

We have suspended any hardware upgrade fees if the customer needs to increase 
speeds short or long term.  ICI is eating this cost completely for the next 30 
days.
We have suspended disconnects for 30 days.
We have NOT lowered prices or given special discounts.  This is still being 
discussed.
We are going to make an aggressive installation offer that will be valid for 2 
weeks.

  Hi Steve, we are working with the school system to do what ever necessary.  
See attached, this will benefit not only the schools but also those who work 
from home.  we had a meeting with our school board last night.  We have opened 
up all of our hot spots and have put radios in parking lots for students to go 
to for E-learning.  The school was very happy with our proactive work.  Eiwifi 
has offered to do anything needed to help the students. The general public will 
also appreciate the extra bandwidth for those who will be working from home.  
If additional steps are needed we will advise.

Hello all!
Things are moving forward in the broadband grant program.  The Telcos are 
against the REMC's getting any money.  I don't think anyone is really against 
the WISPS.  After meeting with the LG and some of her staff and meeting with 
OCRA I think the main thing we need to push for is to renew an Indiana 
Broadband map as part of the Indiana GIS that all counties subscribe to.  It 
would be another layer accessible to the public wanting to know what broadband 
is available in an area. It would be just like the GIS online property 
assessment data layer.  The plan was to use the FCC 477 data which would be old 
data by the time they get it AND the data is misleading and not granular enough 
for seeing where and what speed is available.  Speaking with the LG and staff 
as well as Scott Rudd from OCRA, they are now talking about a GIS Map but 
budget concern is the issue.  (Drop in the bucket compared to what is going to 
be given out.)  If the map is done correctly, it would be a valuable tool for 
the IEDC when promoting to companies to move to Indiana.  Everyone would 
benefit including Indiana Wisps.
If you have any contacts with the Legislature and especially the LG's office 
and OCRA, now is the time to urge them to bring back the broadband map that we 
used to have before they quit funding it.  Perhaps there should be a buy-in to 
be included in the coverage.  If everyone is listed it will prevent the 
overbuild and ensure better use of the Grant program.  Now is the time!

Brian,

For CAF Phase 1 you are correct.  477 is pointless (my words) if you don’t 
provide voice. Steve Coran said we could be overbuilt in that circumstance. It 
doesn’t mean you have to sell it to them as you posted. It just needs to be 
made available for purchase.

For CAF Phase 2 I don’t recall but I thought the voice requirement was removed. 
I may be wrong. Maybe Steve can jump in?

I DO and will continue to disagree with the use of 477 data.  I literally had a 
congressman in my office a couple weeks ago admit the FCC is handing money out 
based on worthless and inaccurate data.  If they were operating on real time 
data being turned in monthly that would be a game changer.

As far as the money Indiana is handing out (not caf 2), I feel like the state 
using the federal maps is an absolute joke and reminds me of the old saying 
“the blind leading the blind”. The state needs to stop immediately and fund the 
Indiana broadband map again. Indiana did it right when it was funded and Amanda 
had us all getting her data.  If not she was calling you.

I think some WISPs based CAF2 deployments on favorable 3.65 decisions.  Steve 
May be able to say if funding can be used to bid on spectrum in the future 
auction.

I for one have seen tons of competition move in based on tax money being handed 
out.  It has had zero affect on our growth or deployment plans.

In terms of the second item Justin  mentioned I haven’t heard anything like 
that yet but it wouldn’t surprise me.  If a winner is suddenly telling other 
WISPs, businesses or future customers they are the only option or now have 
rights to access certain things or to get the hell out altogether (Basically 
being a bully)... I would be curious to know who is doing this. Those are very 
dangerous claims to make that could result in legal action or having funding 
removed.

So, even if you're reporting broadband coverage, unless you offer voice, CAF 
may provide funding to your area.


I believe OOMA and some of the other VOIP services helps you to check the box 
that voice is available if you don't want to figure out how to do it on your 
own.


I don't know that you necessarily have to have any customers using voice, so 
you can be "comparably priced" to urban areas, but not necessarily cheap or 
actively trying to market to customers.


Consult your telecom attorney to be certain.

As many of you know the latest round of VAF money has been awarded.  
Congratulations to all of the folks in Indiana who have been awarded money.  I 
am seeing quite a bit of confusion around the inter webs.  To clarify some 
things.

1. Much of the information on where broadband wasn?t available is based on form 
477.  If you aren?t filing that?s your fault.  The government only knows what 
they are told in this regard.

of the wisp community and is going to draft a letter to the chairman before the 
24th. ( at least that is what I was told before he left )

I asked the question:

If you could come back a hundred years from now... will it be all wireless or 
all fiber?  Or do you think fiber will be the backbone of everything and 
wireless networks (not saying WISPs specifically) will have taken over?

Folks,
Who would be interested in a WISP get together when the weather 
gets better? I know we have Alabama for the WISPA spring show coming up. I was 
wondering who would be interested in getting together for our group.

There are a couple of things going on that might be of 
interest.  We are trying to get some interest going for an Indiana network 
operators group.  This is similar to the http://chinog.org/ group.  They have 
really grown into a good group for the techies among us.  Several of us would 
like to bring a similar setup to Indianapolis.  This way we can expand our 
group to some of the other non-wisp operators too.

As I sit here I was thinking we might be able to have a one day 
get together. Maybe we have an Indiana WISP meeting first thing in the morning 
from say 8-10.  Then we can have an agenda that is half business and half 
technical for the rest of the day.   Cost wise It would be a very small fee 
just to cover meeting room, if any cost at all.

Thoughts? Volunteers? Ideas?

that together.

I know Steve Barnes, Eric Rogers, Scott LePere, Justin Wilson, Scott Reed, 
Brian Gray, Don Renner and myself all chat or see each other on a fairly 
regular basis.  There are others here in the state but I would say any of those 
mentioned above would be happy to sit down and chat.

Let me reach out to the group.  I would venture Steve Barnes would be a good 
initial contact since he sat on the board last. I wouldn’t count Rick out 
either but he doesn’t work for WISPA.

Don't even start. I have been trying to deal with them for the past 6 months.

That's all they want down there is fiber... and 15Million is NOT going to hit 
every home.  They are smoking some good weed.
