Don't know if any other use cases of PDC do. I do think we need to sort out the key use cases of PDC before getting rid of it, but leaving it on RHEL 8 seems like it'd be a reasonable choice. We really ought to be able to sort out getting off PDC before RHEL 8 kicks the bucket. But i think that it will not take too long to replace it with fedora-messaging.
