It's NOT removed (at least in that commit :)). Look better.

string is accompanied by this comment:

Yes, my editor changed it accidentaly but I reverted it in the
subsequent revision.

The language code is ok, else I don't know what to look at.

But there is something weird there, at actual line 222 (previously 221)
in file inkscape.nsi -- a previous copyright sign has become a question
mark instead.
The removed 221 line (in red) was this

and the added 222 line (in green) is this

So: I'm on Windows. I put the localized default.ro.svg file here
C:\Program Files\Inkscape\share\templates\
along with the others.
The line with the layer label is this
  
which in Romanian is like this
  
in French like this
  
and in German like this
  

My system is set to Romanian (everything, including OS UI strings)
When I start Inkscape normally, the Inkscape UI is in Romanian (of
course only those strings that are already translated). However, the
label in that dropdown menu at bottom displays "Layer 1" (i.e. in
English, not in Romanian).
If I start Inkscape with set lang=fr, the UI goes French, *including*
the layer label.
If I start Inkscape with set lang=de, the UI goes German, *including*
the layer label.
What is different for my language ? (what is missing ?)

The only visible string it brings is the default layer name which you
can observe in the bottom-left part of the interface.
Overall this is a regular .svg file and it's the one that is used by
default when you open a new document. So if you draw a red circle in
it, every document will start with a red circle - of course, you're
not supposed to do that.
It's subject to localization because some language/country may use
e.g. different units by default (think metric/imperial) or any other
aspect of the default document may need to be adjusted. It's
completely fine if you change only the layer name and stick with the
defaults.

[Inkscape-translator] adding the Romanian NSIS installer

Hello,

Please add the NSIS installer translation for Romanian from here:
http://www.secarica.ro/traduceri/inkscape_0.47_installer_romanian.zip
and also add the corresponding line to the main NSIS script, which
should be
!include Romanian.nsh

Additionally, the default template for Romanian can be added too:

which is modified as per Inkscape wiki for translators instructions.

Regarding the template modification, my question is -- what changes from
the practical perspective ? I mean, where can I observe any change when
using Inkscape ?
From my language point of view the changes are minimal, like the page is
now specified in millimeter and the label "Layer 1" is translated.
What property in the Inkscape UI display this ?
