Excellencies,
Dear Sisters and Brothers,

Allow me to start by wishing you a happy and blessed Ramadan, as well as a 
joyful Eid el-Fitre which will come in a few days.

We pray God Almighty to bestow on us all, and the Muslims the world over (and 
humanity as a whole) his mercy, blessing and benediction as well as his 
guidance to serve in his path and carry on his eternal message of Islam.

I have the distinct honour to welcome you all as we come together in this 
Coordination Meeting of the Council of Foreign Ministers, to discuss issues of 
interest to our countries and our common causes tabled on the agenda of the 
present 63rd Session of the General Assembly.

We appreciate this opportunity as it gives us a chance to meet and update our 
consultation on certain issues and coordinate our activities and efforts in 
this regard.

Before I go any further, I would like to express our sincere thanks to the 
Republic of Senegal for successfully hosting the 11th OIC Summit of Heads of 
State and Government in Dakar on 13-14 March, 2008 which was a historic meeting 
distinguished by the adoption of the new OIC Charter among other things.

By the same token, I would like to convey our gratitude and acknowledgment to 
the Republic of Uganda for the excellent hosting of the 35th Session of the 
Council of Foreign Ministers in Kampala, which resulted in the adoption of very 
important resolutions of major significance to the joint Islamic action.

Excellencies,
Dear Sisters and Brothers,

As the leaders of the world congregate in the UN Headquarters for the general 
debate, the General Assembly, making use of the presence of the world leaders 
in New York, has recently taken the initiative to convene High-level events as 
the focus of specific discussions and considerations.

The issues of these high-level events are chosen from an array of vital 
international issues requiring urgent action. These events deal with four 
subjects: Africa’s Development Needs; Achieving the Millennium Development 
Goals; Mid-term Review of the Almaty Programme of Action; and the Special 
Session on Human Rights.

In addition to these, two themes were chosen by the President of the General 
Assembly for the general Debate: Food Crisis and the Democratisation of the UN.

In the same context, and as per tradition, the President of the General 
Assembly has identified a number of areas to focus on during this 63rd Session: 
food crisis, poverty alleviation, water, health, climate changes, financing for 
development, disarmament and countering terrorism. Many of these issues also 
take prevalence on the agenda of the OIC as well.

As you are well aware, the two important meetings of the OIC this year were 
convened in Africa; the OIC Summit in Dakar, and the CFM in Kampala with 
special emphasis on Africa. This is an indication that we are working in tandem 
with the concerns and preoccupations of the international community.

Ladies and Gentlemen,

As you all know, the world is experiencing a dramatic increase in food prices. 
Continued rise in the cost of basic food commodities has an adverse impact on 
achieving the Millennium Development Goals (MDGs) and contributes to 
exacerbating the rate of poverty; it further impedes development plans, 
particularly in developing countries.

Fourteen OIC Member States are among the world’s 37 countries in crisis 
requiring external assistance in food supply. The recently held 35th Session of 
the OIC Council of Foreign Ministers adopted a resolution on Food Security in 
the OIC Member States and called for collective action in order to ensure food 
security for the populations of the Member States. Moreover, it mandated the 
OIC Secretary General to organize a meeting of Food and Agricultural Ministers 
of the OIC Member States to address the current international food crisis and 
achieve food security.

The OIC Ten Year Programme of Action called for collective actions of the 
Member States in tackling issues such as poverty. OIC identified food and 
agriculture as one of its priority areas for collective action and established 
a number of programmes to be taken in order to ensure food security.


The growth and development of the majority of OIC African Member States depend 
on the export of a limited number of primary commodities, namely agricultural 
ones. Africa is confronted by four key challenges: a global food crisis, 
climate change, high energy prices and persistent poverty. Unfortunately, the 
economies of the Sub-Sahara African countries have been growing for the past 
three decade

 Ike,   Insurance  funds restored , and/or improved all the properties,  without any unnecessary delays.  I just filed two insurance claims for Hurricane IIkeI believe it is a reasonable question to ask  Masjid leadership, who is responsible and accountable, for  the stewardship and maintenance of the  Masjid's property and assets , what  their justification is,  for failing to havie insurance for the Houston Masjid, as well as Masjid Quran, if it dos not have any.  It also begs the question of how long has the  Houston Masjid been without  insurance, and when was the ummah first notified that his was an important masjid issue..  Relevant to this scenario is the fact that  the  Houston Masjid Building was a gift to the Houston ummah from Muhammad Ali and Jabar Muhammad, duriig the championship years, gand , and  apparently , had no mortgage bills  to
 pay.Is it logical to deduce, that had the leadership called a community wide shura meeting, to address the issue of lack of insurance, that the collective minds and resources of the ummah would have arrived at a satisfactory solution to the issue?Certainly the ummah deserves such a shura meeting now, so that the leadership can give them a clear understanding of how this situation developed, and what steps it plans to take to prevent anymore like it, from occurring in the future.I believe the answer is ABSOLUTELY -   IF the leadership had been candid about openly presenting the challenge to the Ummah,  And IF the leadership had conducted MUTUAL consultation with the ummah;. and IF the leadership allowed  the ummah to vote and participate in he decision making process, of managing the important affairs of the masjid..The New Orleans Masjid, DID all of these things, and were  able to promptly recover
 from the historical devastation of Hurricane Katrina.  Because they had to foresight to adequately insure both the masjid properties as well as their personal properties, they were able to start the restoration of their properties without delay In addition, they were able to return to New Orleans and lead the effort to distribute  goods and services to the New Orleans residents who desperately needed them.  Imams in the Baton Rouge Masjid had to foresight to convert their masjid into a shelter for Katrina evacuees, the day BEFORE the hurricane hit. They maintained the shelter until all of its residents were placed in permanent housing.Likewise, because  of  insurance  coverage,  they were able to purchase new residences in Baton Roupe, on acreage, that was an improvement over their New Orleans homes.  AND they were able to restore their original homes in New Orleans  too. 
 These are  examples of responsible, accountable  leadership that lives up to, and  fulfills their duties and obligations, to provide for the well being of the  collective community.  And they did it by using community wide shura,  participatory democracy, and financial transparency as key parts of their methodology for managing their Muslim Community.  This is in accord with the Commands of Allah in the Quran Surah titled "Shura", and in accord with Imam W.D. Mohammed's blueprint for building his vision of a Model Muslim Community.They also did it by respecting the ummah member's right to vote for, elect and ratify their Resident Imam.   Dr.Yusuf Al-Qaradawi (President of the International Union for Muslim 
Scholars (IUMS), confirmed in an interview with Amr Adib (an Egyptian 
television presenter and interviewer) broadcasted on Thursday night September 
25,2008, that the Muslim Brotherhood, according to Imam Hassan Al-Banna"s 
approach, represents the desired Islamic moderation. Al-Qaradawi added that 
“This approach is manifested through balance and integration, as it adopts a  
propagative educational methodology which  includes the development of the 
Muslim individual, family, community, state, and nation, as it seeks to 
liberate and unite the Islamic  nation.”



  Answering the question if there is a Sunni project as the Shiite"s, 
Al-Qaradawi described Hassan Al-Banna"s project as a model for the Sunni 
project whose bricks remain until today. Al-Qaradawi pointed out that the 
people, however, need to contribute in transforming this theoretical draft into 
a practical one.  Further, Al-Qaradawi expressed his acceptance of the idea of 
the MB governing Egypt.



  Al-Qaradawi revealed the fact that he had wanted to be a guide for the 
whole nation, instead of one only for the Muslim Brotherhood when he had 
refused the position of MB Chair offered to him. Further, he described the MB 
as being the best, in spite of its shortcomings, among the Egyptian as well as 
the Islamic nation’s groups in terms of behavior, purity and integrity.



  Concerning the Muslim Brothers’ right to seek power at the same time they 
are involved in their call to Islam, Al-Qaradawi stated, "One can be content 
with his role of calling for Islam if he finds that the political duties have 
been taken care of and that people"s needs are being met, but if this is absent 
then it becomes everyone"s duty to take on the political role."


  Al-Qaradawi called for freedom and democracy in Egypt before applying the 
Islamic law explaining that “Without freedom one can do nothing.  We want to 
get out of the ranks of backwardness into those of progress, but this cannot be 
attained without freedom.” Al-Qaradawi further described Egypt as the country 
most desiring of Islam, explaining that it has been the pioneer in both good 
and evil and that it is ahead of the other Arab countries in terms of an 
Islamic renaissance.


  Concerning Al-Qaradawi"s attitude towards Shiite, he confirmed that his 
support for Hezbollah during the last war came from his belief in his religion, 
in the unity of the nation, and in the need to defend the land of Islam adding, 
“I do not care about whether people are satisfied or discontented when I 
defended Hezbollah after a fatwa (legal opinion issued by scholars) was issued 
by some scholars in Saudi Arabia of not supporting Hezbollah.”


  Concerning his opinion about the fact that a number of moderate Shiite 
scholars had attacked him, Al-Qaradawi explained that it was a misunderstanding 
on the part of some close Shiites who did not contact him to make sure of what 
he had actually said which was that Sunni scholars work for the State, while 
Shiite scholars earn their salaries from their people.



  Regarding the absence of the Sunni project, Al-Qaradawi said: “There are 
projects known to scholars that I have contributed to, but the problem is with 
he who has control over them, not in those who envision it." Al-Qaradawi 
further stressed that the Sunni project requires a big country such as Egypt, 
Turkey, Pakistan or Indonesia adding that "If there was a strong Sunni country 
then Shiism would not have been able to find its way into Egypt, the country of 
Al-Azhar and propagation of Islam. We have been invaded in our own homes."

NEW DELHI: The leader of the infamous Lal Masjid in Lahore, 
Pakistan has issued a 'fatwa' against Pakistan President Asif Ali Zardari for 
publicly making indecent gestures towards the American Republican vice 
presidential candidate Sarah Palin. ( Watch )

The clerics have dubbed this act as 'un-Islamic' and said that 
Zardari has shamed the nation. The prayer leader of Lal Masjid -- Maulana Abdul 
Ghafar, clearly said that Zardari's flirtatious remarks to a non-Muslim lady is 
not only un-Islamic but also unbecoming of a head of state of a Muslim country.

He added that Zardari's body language towards Palin and his deep 
desire to hug her was shameful for the entire nation.

During his meeting with Palin in New York on the sidelines of the 
UN General Assembly, Zardari called her "gorgeous" and said "now I know why the 
whole of America is crazy about you".

And when Zardari was asked to keep shaking hands with Palin for the 
cameras, he said, "If he's (the aide) insisting, I might hug."

This recent offhand compliment to US vice-presidential hopeful 
Sarah Palin created quite a flutter not only in the real world but also in the 
virtual world.

Muslim Children Gassed at Dayton Mosque After Obsession DVD Hits Ohio
Friday, September 26th ended a week in which thousands of copies of Obsession: 
Radical Islam's War Against the West -- the fear-mongering, anti-Muslim 
documentary being distributed by the millions in swing states via DVDs inserted 
in major newspapers and through the U.S. mail -- were distributed by mail in 
Ohio. The same day, a "chemical irritant" was sprayed through a window of the 
Islamic Society of Greater Dayton, where 300 people were gathered for a Ramadan 
prayer service. The room that the chemical was sprayed into was the room where 
babies and children were being kept while their mothers were engaged in 
prayers. This, apparently, is what the scare tactic political campaigning of 
John McCain's supporters has led to -- Americans perpetrating a terrorist 
attack against innocent children on American soil.

I read the story as reported by the Dayton Daily News, but this was after I had 
received an email written by a friend of some of the victims of these American 
terrorists. The matter of fact news report in the Dayton paper didn't come 
close to conveying the horrific impact of this unthinkable act like the email I 
had just read, so I asked the email's author for permission to share what they 
had written. The author was with one of the families from the mosque -- a 
mother and two of the small children who were in the room that was gassed -- 
the day after the attack occurred.

  "She told me that the gas was sprayed into the room where the babies and 
children were being kept while their mothers prayed together their Ramadan 
prayers. Panicked mothers ran for their babies, crying for their children so 
they could flee from the gas that was burning their eyes and throats and lungs. 
She grabbed her youngest in her arms and grabbed the hand of her other 
daughter, moving with the others to exit the building and the irritating 
substance there.

  "The paramedic said the young one was in shock, and gave her oxygen to help 
her breathe. The child couldn't stop sobbing.

  "This didn't happen in some far away place -- but right here in Dayton, and 
to my friends. Many of the Iraqi refugees were praying together at the Mosque 
Friday evening. People that I know and love.

  "I am hurt and angry. I tell her this is not America. She tells me this is 
not Heaven or Hell -- there are good and bad people everywhere.

  "She tells me that her daughters slept with her last night, the little one in 
her arms and sobbing throughout the night. She tells me she is afraid, and will 
never return to the mosque, and I wonder what kind of country is this where 
people have to fear attending their place of worship?"

  "The children come into the room, and tell me they want to leave America and 
return to Syria, where they had fled to from Iraq. They say they like me, ... , 
and other American friends -- but they are too afraid and want to leave. Should 
a 6 and 7 year old even have to contemplate the safety of their living 
situation?

  "Did the anti-Muslim video circulating in the area have something to do with 
this incident, or is that just a bizarre coincidence? Who attacks women and 
children?

  "What am I supposed to say to them? My words can't keep them safe from what 
is nothing less than terrorism, American style. Isn't losing loved ones, their 
homes, jobs, possessions and homeland enough? Is there no place where they can 
be safe?

  "She didn't want me to leave her tonight, but it was after midnight, and I 
needed to get home and write this to my friends. Tell me -- tell me -- what am 
I supposed to say to them?"



When acting as a representative of Military Religious Freedom Foundation 
(MRFF), the 501(c)3 non-profit organization that I work for, I cannot engage in 
political activities. The distribution of Obsession, however, although a 
political campaign scheme, clearly crosses over into the mission of MRFF. So, 
I'm going to make two statements here -- one in my capacity as MRFF's Research 
Director, and another as an individual whose disgust at the vile campaign 
tactics of John McCain's supporters completely boiled over when I opened up the 
email about children being gassed.

My statement as MRFF's Research Director:

The presidential campaign edition of the Obsession DVD, produced and currently 
being distributed by the Clarion Fund, carries the endorsement of the chair of 
the counter-terrorism department of the U.S. Naval War College, using the name 
and authority of an official U.S. military institution not only to validate an 
attack the religion of Islam, but to influence a political campaign. For these 
reasons, this endorsement has been included in MRFF's second lawsuit against 
the Department of Defense, which was filed on September 25 in the Federal 
District Court in Kansas.

My opinion as an individual and thoroughly appalled human being:

Nepal's new Maoist-led government has appointed a 6-year-old girl as a "living 
goddess" in the ancient city of Bhaktapur, for the first time snapping the link 
between the ancient ritual and the ousted monarchy.

For centuries, the head priest of the Nepali monarchy appointed the "Kumaris" 
in several towns in the Kathmandu valley. But with the abolition of the 
monarchy in May, that position has also disappeared.

Instead, officials at the state-run Trust Corporation overseeing cultural 
affairs appointed Shreeya Bajracharya as the new Kumari of the temple-town of 
Bhaktapur near Kathmandu, Deepak Bahadur Pandey, a senior official of the 
agency said.

"The government authorized us to appoint the Kumari and we have done that for 
the first time," Pandey said.

The Himalayan nation abolished the 239-year-old monarchy and became a republic 
in May, following elections in April that saw the country's Maoist former 
rebels emerge as the biggest political party in the 601-seat constituent 
assembly.

The Maoists now head the new government.

Shreeya was enthroned on Sunday amid prayers by Buddhist priests and will be 
worshipped by devout Hindus and Buddhists until reaching puberty, the girl's 
caretaker Nhuchhe Ratna Shakya said, adding: "She is pretty and nice."

Shreeya, in a golden costume with her eyelashes blackened by mascara, was 
sitting on a carved throne, a butterlamp burning by her side, when a Reuters 
team visited her on Monday.

Asked what she wanted to become in future, a quiet Shreeya just said: "nurse." 
She loves to eat biscuits and flattened rice, a common Nepali food, her aides 
said.

Shreeya replaces her controversial predecessor, Sajani Shakya, who retired 
earlier this year, after nine years in the divine role.

Sajani made international headlines in 2007 after she visited the United States 
to promote a film by a British company about the Kumari system.

Some religious authorities criticized the trip, saying it was against 
tradition. She retired at the request of her family.

Under the Kumari tradition, girls selected from Buddhist Newar families through 
a rigorous cultural process become the "living goddesses."

The Kumaris are a major tourist attraction and are considered by many as 
incarnations of the goddess Kali and are revered until they menstruate, after 
which they return to the family and a new one is chosen.

Nepal's Supreme Court ordered the government last month to safeguard the 
Kumaris human rights after complains that the practice went against the child 
living a normal life.

followed it with six (fasts) of Shawwal. it would be as if he fasted 
perpetually.

Abu Haraira (Radi Allah Anhu) reported Allah's Messenger  (sal-allahu- 
alleihi-wasallam ) as saying: The most excellent fast after Ramadan is God's 
month. al-Muharram, and the most excellent prayer after what is prescribed is 
prayer during the night.




[Sahih Muslim : Book 6 Kitab Al-Sawm, Number 2612]

Abu Huraira (Radi Allah Anhu) reported that He  (sal-allahu- alleihi-wasallam ) 
was asked as to which prayer was most excellent after the prescribed prayer, 
and which fast was most excellent after the month of Ramadan. He said: Prayer 
offered in the middle of the night and the most excellent fast after (fasting) 
in the month of Ramadan is the fast in God's month al-Muharram.

















Our Lord! surely we have heard a preacher calling to the faith, saying: Believe 
in your Lord, so we did believe; Our Lord! forgive us therefore our faults, and 
cover our evil deeds and make us die with the righteous.

Ramadhaan is coming to the end and Eid ul Fitr is fast approaching us. I felt 
it necessary to share with you some information about Eid ul Fitr . Firstly Let 
me tell me the Sunnats that a Muslim should observe on the day of Eid and then 
I would warn you of some evils which have spread amongst us during this day.
 
THE SUNNAHS
 
1 – Doing Ghusl before going out to the prayer. 
It was narrated in a saheeh hadeeth in al-Muwatta' and elsewhere that 
'Abd-Allaah ibn 'Umar used to do ghusl on the day of al-Fitr before going out 
to the prayer-place in the morning. Al-Muwatta' 428. 
 
2 – Eating before going out to pray on Eid al-Fitr and after the prayer on Eid 
al-Adha: 
 
A hadeeth narrated by al-Bukhaari from Anas ibn Maalik, who said that the 
Messenger of Allaah (peace and blessings of Allaah be upon him) used not to go 
out on the morning of Eid al-Fitr until he had eaten some dates… of which he 
would eat an odd number. Al-Bukhaari, 953. 
 
It is mustahabb to eat before going out to emphasize the fact that it is 
forbidden to fast on that day and to demonstrate that the fast has ended.  But 
on Eid al-Adha it is mustahabb not to eat anything until one comes back from 
the prayer, so he should eat from the udhiyah if he has offered a sacrifice. If 
he is not going to offer a sacrifice there is nothing wrong with eating before 
the prayer. 
 
3- Zakaat al-Fitr is due on this day .
 
The Prophet (peace and blessings of Allaah be upon him) enjoined that it should 
be paid before the Eid prayer.
 
It is permissible to pay it one or two days before that, because of the hadeeth 
of Ibn 'Umar (may Allaah be pleased with him) which was narrated by 
al-Bukhaari: "They used to give it one or two days before (Eid) al-Fitr." If it 
is paid after the Eid prayer, it does not count as Sadaqat al-Fitr, because of 
the hadeeth of Ibn 'Abbaas: "Whoever pays it before the prayer, it is Zakaat 
al-Fitr, and whoever pays it after the prayer, it is ordinary charity." It is 
haraam to delay Zakaat al-Fitr until after the Eid prayer. If one delays it 
with no excuse then it is not acceptable zakaah, but if there is an excuse – 
such as if a person is traveling and does not have anything to give or anyone 
to give it to, or he is expecting his family to pay it and they are expecting 
him to pay it, then in this case he should pay it when it is easy for him to do 
so, even if that is after the prayer, and there is no sin on him because he has 
an excuse. 
 
4 – Takbeer on the day of Eid 
 
One of the greatest Sunnahs on the day of Eid  is saying Takbeer because Allaah 
says (interpretation of the meaning): 
 
"(He wants that you) must complete the same number (of days), and that you must 
magnify Allaah [ i.e. to say Takbeer (Allaahu Akbar: Allaah is the Most Great)] 
for having guided you so that you may be grateful to Him"[al-Baqarah 2:185] 
Al-Daaraqutni and others narrated that on the morning of Eid al-Fitr and Eid 
al-Adha, Ibn 'Umar would strive hard in reciting takbeer until he came to the 
prayer place, then he would recite takbeer until the imam came out. 
Naafi' ibn Jubayr used to recite takbeer and was astonished that the people did 
not do so, and he said, "

 Question:

My sister is married to a man who only works sometimes but he is also stingy 
and does not spend on her or her children. She works and pays for all the 
household expenses, and now she is being forced to complete her studies so that 
she can get a higher certificate, otherwise she will lose her job, but she 
needs money to do these studies. Is it permissible for me to give the zakaah of 
my wealth to her?. 

Answer:

Praise be to Allaah. 
It is permissible to give zakaah to a seeker of worldly knowledge who does not 
have enough to support him, if the knowledge that he is studying is permissible 
and is needed, so that he will be able to work and find a job, because getting 
these certificates has become a real necessity without which one cannot usually 
find employment. 

Al-Mardaawi says in al-Insaaf (3/218): Shaykh Taqiy al-Deen favoured the view 
that it is permissible to take zakaah in order to buy books that he needs 
including books of knowledge that is indispensable for his religious and 
worldly affairs. End quote. And this is the correct view. End quote. 

Based on this, there is nothing wrong with your giving the zakaah of your 
wealth to your sister.

Just a short time ago, Fatwa-Online was informed of the official decision and 
announcement of the High Judiciary Council (HJC) of Saudi Arabia that since the 
moon of Shawwaal was sighted this evening, here in Saudi Arabia, we shall be 
completing twenty nine(29) days of Ramadhaan (1429 A.H.), in accordance with 
the hadeeth of the Messenger of Allaah (sal-Allaahu `alayhe wa sallam):
 
((Fast when you see the crescent. If it is obscured to you, then complete 
thirty days of Sha'baan. And break your fast when you see the crescent. If it 
is obscured to you then fast thirty days)), [transmitted by al-Bukhaaree and 
Muslim]. 
 
Subsequently, we shall be celebrating 'Eed al-Fitr on Tuesday 30 September

Recently, someone threw gas bombs into a mosque during prayer time in Dayton, 
Ohio. The gas bomb hit the room in which children were playing and being 
watched while mothers were praying. It has NOT been covered on the news and I 
feel that everyone should make an effort to have other media sources run it.

congressional reps.

Earlier this month, a semi-official Iranian  news agency lashed out at Dr. 
Yousuf al Qaradawi, widely considered  one of the most eminent living Muslim 
religious  scholars.  The agency, called Muhr,  castigated the great Alim, or 
religious scholar, for an interview he had given to an Egyptian newspaper in 
which he warned  against organized efforts by some Shiite circles to convert 
Sunni Muslims to the Shiite branch of Islam. The Iranian news agency went as 
far as accusing al-Qaradawi  of playing into the hands of Zionists and Jewish 
rabbis!!
