Using JDK 6, specifically Oracle JDK 6u43, I can reproduce the problem running under Surefire. Yet with the same JDK, when I switch to Eclipse, set a breakpoint in TestAccessController where it catches the UndeclaredThrowableException, and then step through the code, everything looks good and the test completes.
