You saved my head from hurting, because I looked and looked, so I just came 
here for help.

Not exactly the answer you want, but you can still do ctrl-1 which gets 
you directly to the format cells dialog.

Hey Gang,
I'm working in a 2010 spread sheet, and I want to change the dollar sign, so 
it would read5dollars and 15 cents.
Where is that in the ribbons?
In 2003 menu it is in
format then cells
