A pdf image is an image of the document, not marked-up with text itself, but 
more like where a picture is taken of the page of print.

The free version of Adobe Acrobat Reader can't recognize those types of 
pages.  Your only two options are to import them into an OCR program such as 
OpenBook, or to use the Jaws 16 Document recognition which incorporates a 
version of Abbey Fine Reader OCR to recognize the document.  It works quite 
nicely!

Lucky so far, I'd say. Most sighted people just don't get that there's a
difference between pdf images of text and pdf text itself. And
sometimes, people only have paper copies of documents which they must
somehow convert to pdf's: so they scan and then convert them as they go.

When you open a pdf image page or document in Adobe  Reader, you'll hear 
JAWS say: Alert! Empty document. In the event that the file contains 
both text pages and image pages, the text pages will be read but the 
image pages will display the Alert as above. Then, if you wanna read 
those image pages, import them from another OCR program or use JAWS16's 
document OCR feature. I've found it to be reasonably accurate. poor 
pdf's = poor OCR!
