SUMMARY
Whenever I lock screen or screen is auto locked, I get black screen with text
"The lock screen is broken and unlocking is not possible anymore ... "

STEPS TO REPRODUCE
1. Login to KDE
2. press win + L to lock screen 
3. black screen with text describing how to unlock from terminal using lockctl
unlock-session 

OBSERVED RESULT
black screen with details how to unlock through terminal (ALT+CTRL+F2)

EXPECTED RESULT
Unlock screen

I can confirm.
Removing 
[XDisplay]
ServerArguments=-dpi 96
from sddm.conf 
and system settings -> login screen -> sync settings did help to reset SDDM
layout.

SUMMARY
I changed global scale in display configuration to 125%. Rebooted. After a test
I changed it back to 100%. Rebooted. 
Then the problems occured. 
SDDM login screen and KDE apps did not change scale back to 100%. After
googling I found out that I had to froce fonts DPI size to 96 and add following
lines to /etc/sddm.conf 
[XDisplay]
ServerArguments=-dpi 96
to make things as they were.  

STEPS TO REPRODUCE
1. Display settings > Change global scale to 125%
2. Press APPLY
3. REBOOT
4. Login 
5. Display settings > Change global scale to 100%
6. Press APPLY
7. REBOOT

OBSERVED RESULT
everything is still scaled up!

EXPECTED RESULT
default as before 125% global scale shange

SUMMARY
I drag chrome tab out of current chrome window tab row to create a new chrome
window. After I realease my mouse button, the release does not happen and as I
move mouse around my newly created window with chrome tab follows my mouse. If
my move my mouse to original chrome window tab row, it attaches it back. If i
press space key when outside of the original chrome window, the new window is
released and I get new window with my dragged chrome tab in it.

STEPS TO REPRODUCE
1. Open Chrome
2. Open 3 tabs in chrome 
3. Drag one tab out of current chrome tab row to create new chrome window with
dragged tab

OBSERVED RESULT
after releasing mouse button (to end drag) window is not released and follows
mouse cursor.

EXPECTED RESULT
Drag should stop and new window with dragged chrome tab is created.

Problem still present ... some applications like System settings, google
chrome, viber have meesed up display. 
System settings are missing the whole left list of categories. Even application
restart does not help.
Chrome does not display pages normaly (blank white screen or parts of screen)
