I found this cmd and it fixed my issue.  
sudo ln -s /var/cache/app-info /var/lib/swcatalog && sudo ln -s
/var/lib/swcatalog/xmls /var/lib/swcatalog/xml

Resolved...  
I open the app and hit ESC, the app still closes.  This wasn't an issue until
the update.
I know it doesn't bring back the screenshot, I'm trying to get the app to stay
open whenever I hit the ESC key.  That's it.  
I can install an older version openSUSE and post a video if needed.

When adding text to an image, I want to have the text wrap to a second line by
hitting Shift+Enter.
It doesn't work.

SUMMARY
When tabbing through the Touchpad page in System Settings, the Apply button in
not part of the tab order.
After tabbing to Device enabled and hitting the space bar, I wanted to tab down
to the Apply button to enable the Touchpad, but tab focus just goes back to the
top option Device enabled.  

STEPS TO REPRODUCE
1. Go to System Settings >>> Input Devices >>> Touchpad
2. Then check the box for Device enabled
3. Using the Tab key, try to tab down the Apply button, but the button is not
part of the tab order.  It just back to the top option Device enabled.

OBSERVED RESULT
The Apply button is not in the tab order

EXPECTED RESULT
Should've been able the Apply button using the tab key

My other complaint about Spectacle.  After selecting a rectangular region and
then hitting the esc key, the app now closes and I have to reopen it.  In the
previous version it would stay open.

Yes, it smells of Nvidia.  My AMD laptop doesn't have this issue, but again, on
the same system in Wayland it works like normal.

I never seen anything about Nvidia Optimus before, so I can't answer that
question.  I did notice that under the same user account in Wayland, Spectacle
works fine.  I tested the same process on my ZBook 17 G4 and G6, both with
Nvida cards and having the same issue.
I also have a Probook G9 running all AMD and no issues with Spectacle.

OBSERVED RESULT
My laptop and external monitor turn white.
The option is not checked in the settings.  With the option checked it's even
worse.
I have 4 laptops running Tumbleweed and 3 have the same issue.

The other issue is that in the previous version, I would hit the "ESC" key to
get out of screenshot mode and the app would stay open.  In the current version
the app closes.
Another issue is that I have the icon on my taskbar on the laptop screen and
external monitor.  In the previous version when the app is open on my laptop
screen, I could hit the icon on the taskbar on my external monitor and the app
would switch to screenshot mode and I could just highlight the area of the
screen I wanted.  In the current version, the app just moves or appears on my
external monitor.

There is only the root password prompt 2 times, 1st prompt for the system and
the 2nd prompt is for EULA.
Here is a screen recording showing the issue.
It did work the second time I hit update all, but there was no prompt for
passwords.

The refresh is back.

After clicking update all, I get the root password prompt and then another root
password prompt for EULA, but the Discover doesn't update.

Just lost my notes widget today and had to put it back.  I keep my notes widget
on my laptop screen and not my external screen which stops working often (Thank

multiple EULA appears to cause app refresh

Looks like the nvidia updates have multiple EULA and cause the app to refresh. 
I put in the root password 2 or 3 times, but no joy.

I noticed that if there's a root password prompt already up, the Discover app
will refresh until I close the other prompt.   KSystemLog opens it's own root
password prompt even if another prompt is already up.
