Ok, I don't think we can procede without a user with the bug.

Note that I have a new laptop now which I installed Fedora 28 on, and the issue
seems to be gone.

Whether it's the new hardware or the new distro which solved it, I don't
know...

Maybe it's time to close th report.

Any brightness higher than the minimum value is too bright for me, that's why I
set it to minimum.

I just tried setting the slider one step higher than the minimum and so far the
unwanted change to full brightness did not happen.

p.s.
I have two laptops. On one (running Fedora 27), the minimum value (slider full
to the left) for brightness results in "medium bright", and on the other one
(Fedora 28), it results in a black laptop screen.

The external screen is not influenced by the slider in the plasma planel.

Is minimum screen brightness on AC power a setting that actually makes sense,
or is that just to test the bug? Does it reproduce with something other than
minimum brightness?

Yes I can.

I just tried the following:

* Disabled my external screen in the Display configuration
* Brightness set (through the battery applet) to minimum
* Set the times to 1 minute (see attached screenshot)


Then I waited one minute, and the laptop screen turned black.

When I moved the mouse, it turned back on, on 100% brightness.

The brightness slider on the battery though still stays on minimum. I just move
it right a bit, and then only it applies the acutal value of the slider.

Can't reproduce with any lock method (timeout, keyboard shortcut, button in
Kickoff, etc,), a single screen in 5.12.3 and Kubuntu 17.10. with all
brightness checkboxes in Powerdevil checked. Does this issue reproduce when you
don't have your external screen connected?
