That's what I was starting to suspect, that it was the PCI ids missing an not the firmware. So it looks like we already have a -13 ucode for your hardware already in trusty onward, and from looking at the code it looks like even the tip of the upstream kernel should still work with that version. The driver supports a range of firmware versions. It starts trying to load the newest and works its way back, that's why you see all the failed load attempts. You should be able to find it here: https://git.kernel.org/cgit/linux/kernel/git/iwlwifi/linux-firmware.git/ Intel doesn't send every version of their firmware to upstream linux- firmware, only ones they've decided are stable enough. So in general we just stick to those versions, but it looks like there's not an option for this hardware.
