Just to update, have tested the 4.15 kernel as well and that is also
working well and doesn't show the 40fps lag/slowdown issue

I built Artful and Bionic test kernels with a revert of commit dc911f5bd8aa.  
The test kernel can be downloaded from:

Can you test this kernel and see if it resolves this bug?

Note about installing test kernels:
• If the test kernel is prior to 4.15(Bionic) you need to install the 
linux-image and linux-image-extra .deb packages.
• If the test kernel is 4.15(Bionic) or newer, you need to install the 
linux-modules, linux-modules-extra and linux-image-unsigned .deb packages.

Kernel 4.17-rc7 still has the same issue, been digging though and have
found a possible cause

The drm-tip kernel does indeed resolve the issue for me bringing back
60FPS lock on the vsync'ed app I'm working on.

Did this issue start happening after an update/upgrade?  Was there a
prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.17 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".

  After update to 4.13-43 Intel Graphics are Laggy

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  After update to Kernel 4.13-43 the intel graphics seem to really lag -
  especially noticeable in apps which are using vsync, which, at least
  on my system, locks to 40fps unlike the previous kernel I have
  installed (4.13-41) which locks at a steady 60fps.

  In short 
  4.13-41 doesn't have the problem
  4.13-43 has the laggy problem
