No I can't translate it but from experience working with Gutterman's silk for Milanese, I would think this means the pattern is at 71% of what it should be. The braids aren't wide enough on the pattern sheet as they are for that thread; they need to be wider. And in fact a quick look at a free translator comes up with Has been reduced to 71% of the If anybody wants. Not sure what happened at the end, but it confirms what I thought. Dianne and the gentle spiders, Jacquie is correct in her translation. I have just heard back from a colleague in Germany who has confirmed that this translates as 'The pattern was reduced to 71%'. I'm rather enjoying working through my German lace patterns as I've just got some new colleagues in Munich who are long suffering with my requests for odd phrase translation. If a pattern was reduced to 71% for printing it means that it was reduced from A3 to A4 (or A4 to A5).
