I check few thinks and I think problem is in the TNotebook. Where I
don't use this design mode works ok.

Any type of control (I try buton, dbgrid, panel and label). In some
cases control is drawn as gray rectangle.Also in some cases there is no
grid on element where I try place new element (I mean panel without
place grid).

can select it by clik on place when is should by, i can change its
property in property manager and finally it display correct when I run a
project. Dis is not big project about ten form and one and half- two
hundreds elements. In design mode it is invisible. I close the project,
open new, place some elements on form and it is correct. But when I open
my main project problem returns.
