Do you have a reference? In various books I have seen footnotes continue on a new page. In some books, the continuation of the footnote on a new page goes under the same Separator line. In other books, the continuation of the footnote on a new page goes under a long Separator line for the entire width of the page. The UI might be easy to change but we have to consider compatibility and need to comply with the open document format. Besides the technical questions I actually never heard of a publication style that requests different footnote separators.
