The software Gennadiy Tsygan refers to is available on my support site:

And I've run the Power Saver etc on Libretto L1 and L2 (win ME / 2000 / XP) it
works 100% in all these English OS by the way.

specifically this folder

please read the order of installation and (Toshiba EULA - Japanese ! haha).
with this software you can conrtol the bright ness etc on the Libretto L1,2,3
