2.22 is a lot closer to 2.18 than Windows 95 is to Windows 10, really.
It's more like one version of Windows 10 to another version.  Unlike
Microsoft, we don't tamper with our users' computers to upgrade without
their permission, though.

old code works, at the expense of some incompatible syntax changes,
which are easily understood, and there is convert-ly to help you.

Others have made the vital point that list members, always willing to
offer their expertise, and not likely to install or maintain an
obsolete version to help you, so you are cutting yourself off from a
very valuable source of assistance.

Please consider installing 2.20 or the development versions, which are
amongst the most stable open source that I know.

Nobody is going to keelhaul you, but everybody will strongly urge you
to follow the upgrade path. It's to your benefit. I for one will not
answer questions for people running 2.18.

The analogy would be insisting on running Windows 95 now, because you
find WIndows 10 incomprehensible. Sadly, I do actually know people who
want to do this.

I am sort of surprised that you consider newer versions
incomprehensible, or rather that you feel that the changes interfere
with your use of LilyPond.  Have you tried just using a newer version
without bothering about the changes?  There is very little that will
have stopped working since 2.18.2 (and for some of the more complex
stuff, convert-ly does a good job of upgrading existing files while
usually making stuff easier on the eyes).  It's more like new things
will work as well and a number of things are much easier to do now.

So particularly if some things (old or new) are incomprehensible to you
and you would be tempted to ask for help achieving something, using a
version likely to be used by the people wanting to help you will make
life easier for all involved.

In the long run, the kind of work involved for moving on stays the same
regardless of when you decide to upgrade, and the more you trail behind,
the more likely the mismatch of versions in use will make it harder to
get useful feedback.

And that's assuming that there is nothing at all useful for you in the
changes.

That being said, I don't think we remove existing installers from the
download sites.

Thank you  both, I didn't mention that it was a win10 machine now but 
mingw did the trick.

I am looking for 2-3 dancers various abilities/disciplines for a piece
Called The Box it was scheduled for November  but we know how that has
gone. However I am interested in making videos of the moves and having
dancers work on them and the music before we can get into the same
room... Paid rehearsals and the door divided evenly by participants.
