Image merging utlility

  Hi
  
  I need to combine an image with some text and make a tiff file for 
  sending it via fax, therefore, I require a utlility that can merge and 
  image with text on postscript, or do it on a tiff page.
  
  tiffcp is no good. It puts the image on the first page, and I still 
  haven't found a ps library that works on perl.
  
  Does anybody know of a library/utlility that can do that?

Not sure if this would help. But I would take a look on ImageMagick tools
and may be even LaTeX + dvips and some PostScript tricks.

Some ideas:

1) man convert

   E.g. LaTeX text + figures (e.g. ps. eps), create a ps file,
   run convert.

2) Use XFig to create what you want, export to TIFF

3) Use XFig to create LaTeX picture, splice with LaTeX text, 
   convert to TIFF.

Indeed you can try montage from the ImageMagick tools. Other tools from that 
package might come handy. The gimp might be usable as well.
