If it's private, you don't have to worry about security so much
(depending on how you enforce the privacy, simplest would be an HTTP
auth from the reverse proxy), so you could feel free to install PHP
software. Gallery is very good for photo sharing, I think they also
handle video these days. Pop a wordpress in front of it, job done.

If that's all they want to do, I'd suggest a flickr account.
You can set accessibility as tight as you want.

You hit the nail here. Lack of list leadership in knocking the trolls
off the list and telling the rest to shut up instead of replying, caused
a drain of qualified list members, not helped by a lack of new ones
replacing the ones who moved away because they eg finished uni. Both
 those have killed many lists.

A list is also a dynamic community which regulates itself by a number of
factors, and it comes and goes. Number of posts has only a weak link
with quality of content. Fewer posts have nothing to do with Linux
growing up or some such thing. The numbersd may be interesting and/or
amusing, but don't really say much about the quality of activity.

Funny thing is, the Ubuntu user technical support, not for general
discussions mailing list is having this exact same discussion, particulary
about a couple of disruptive members. Looks like they might be adding
moderators to that list soon. I remember when I first joined that list, high
volume as its always been, it was interesting to browse it. Lately its been
bizarre to say the least. Almost like a freak show!

I know if I have any issues now, Google is always first point of call. I
still enjoy casually browsing mailing lists though.

I use webfs on my internal private network. A very simple solution.
