Then, experiment with the settings for float positioning. Sometimes what you want can't be done because it'll produce "too ugly" output. Mainly, the problem is that a float doesn't fit on the bottom of the page, so it is moved to the next. To fill the gap, text is pulled in from that next page. That might move all the text you wanted to go between the float, and when the next page opens up there are two floats queued up. Moving text around so the paragraphs with floats ends up elsewhere on the page might help. Consider setting the first float to top of page, and the second one to bottom. Helge Hafting

Have a look at placeins.sty, there is a command \FloatBarrier which might be helpful.
