Yes!

Click Insert  Graphics (or what ever dialog you want opened).

Then look in the bottom of LyX, at the status bar.

Here it will say, in this case, dialog-show-new-inset graphics

Now, go to Shortcuts and add a new one with the above in the function field.

And that's that!
