Hi,

If your on an Intel based mack holding d9own the cmd key wile booting will 
bring up the boot menu or target disk mode and then  you should be able to left 
arrow once and boot into the installer on the external disk.  If this doesn't 
work, you may have to enable external disk boot.  If on an m1 or later not sure 
how this works as I never had to do this.

If it is not showing in startup disks,

shut down

when restarting, hold the option key for about 20 seconds,

then press the right arrow then enter.

I am recalling that it might have something to do with running the disk 
utility? Because in that mode, I think in the Apple menu of the disk utility 
there is something there for restarting from or installing from a different 
source. Sorry I haven’t done this recently enough to remember. Good luck.

   Adding some information. 2020 MBP Mac that has the T2 chip. I had gone into 
Startup Security Utility and changed the setting to allow access to external 
drives. After that though, I could not get to where I could access the 
installer.
