Are you logging on to the mac mini as the user that the time machine backups is 
being run as or simply is your log in account an administrator.

You go into System Prefs, Time Machine and uncheck the Automatically Backup

you find the file you wish to recover, use the Window Chooser to get to the 
time Machine controls, choose the recover date then restore the file.  Once it

not, you can Get Info on the file and change its permissions.

When verifying that ™ appeared to be doing things correctly with 10.14  I saw 
these messages consistently though I was still able to list the files using 
terminal, so I just forgot about it. I’ll go reset this option this week

Success! I finally did get my file back, and it was kind of interesting. 
Unchecking, then re-checking the Backup automatically box seemed to  do it. 
Interesting part was that even after restarting Time Machine, I would always 
get the message “no permission to read”, no matter what file I was on, so I 
thought I wasn’t going to be able to do the restore. However, pulling down the 
context menu and selecting restore file to… worked. Only confusing part was how 
to tell TM I wanted it exactly in the same place it was before I deleted it. 
The file would up going into a sub-folder of the one I wanted. I hope that 
makes sense. Anyway, thank you for the help!

What process are you using to recover the file?  You should be entering Time 
Machine from the time Machine Extras Menu in order to recover Time Machine
