Yes, you are correct. iOS 9 .2 .1 is still being signed by Apple. They usually 
wait about two weeks before they stop signing A downgrade.

No, and I should've thought of that. Stupid. I decided to recharge my iPad, so 
when that is done, I will try a reboot and see what happens. Maybe that will 
fix it, just like it fixed my dictation problem on this phone the other day.
