I’ve used ABBYY FineReader on a Windows machine, but not yet the Mac version. 
It can convert scholarly papers quite well (with quality depending, of course, 
on that of the original image). It recognizes headings, footnotes, etc., and 
converts them to the appropriate word processor styles. For me, these features 
are highly desirable.

 

I don’t know whether there are other tools with similar capabilities so far as 
recognizing document structure is concerned.

Hello Tim and everyone else who responded. I will give this one a try. 
However I also want to share that I have just opened an inaccessible PDF 
inside Google Docs and was able to read it and edit it. So, even if I 
don't end up finding a Mac-only solution to my liking, at least I am 
reassured that Google Docs will do this. Plus, it's cross-platform to 
boot. I regularly use Google Chrome and various Google apps from my 
Macbook, so my workflow won't have to change with this approach.

Hi, I don't think I've ever seen Mac apps have the same payment 
authorization as iOS apps. Take Twitterrific for example, you can 
purchase the iOS version but the Mac version is still a separate 
purchase. Same with Fantastical. In the case of that app, there are 
three purchases; Mac, iOS and iPadOS. It's true however, that many iOS 
apps will work just the same on iPad but not all.

I have seen some postings that seem to indicate some  kind of built in OCR in 
Catalina. I have not investigated this.

accessibility work and I'm not certain if they've addressed any of those

Adobe reader is also surprisingly accessible on both Mac and iOS.

Have you tried using Preview?  Preview comes with the macOS, so you can find it 
in your Applications folder.  Check it out.
