Hello Sandra,

Your trackpad does the same thing as the mouse. You can turn VoiceOver off and 
press the trackpad to click the mouse. However, I just make sure that the 
trackpad commander is off and click with the trackpad without turning VoiceOver 
off.
Also, I installed a handy utility that allows me to move the mouse without 
turning on Mousekeys. In VoiceOver Utility, under Verbosity/Announcements, I: 
check the checkbox Speak text under mouse after delay, and set the delay to 
zero. I can then move the mouse with the trackpad and hear where it is.

Gary this is a very interesting solution. The only problem is I don't have a 
mouse. I have a trackpad on my Mac. Thanks for the help though I see what 
you're doing and I think it makes sense

I hope this isn’t too late, but sometimes when I have this issue, I make sure 
I’m on the radio button or check box that I need to be on, and turn off 
VoiceOver, press a mouse click, turn on VoiceOver and verify that my selection 
worked.

Did you enable the accessible mode? When looking at 
https://secure.ssa.gov/iClaim/Ent001Submit.do
There were two sets of radio buttons. If you use the arrow keys and tab keys on 
the radio buttons then what is spoken is what is selected, and VoiceOver in 
high verbosity mode did speak selected when a radio button was selected. 

The second question (radio button ) asks if you are blind and using the 
accessible version of the application. I did not fool with that button. I did 
tell Safari to not load Flash for the SSA.gov domain, so that might have 
effected my results.

I would try to click with the mouse. One, bring the mouse to the element by 
pressing command vo plus F5. Two), then test to see if what is under the mouse 
is what you want by pressing VO five. If that reports the desired item. Then do 
a mouse click with vo shift spacebar. Sometimes routing the mouse to the BO 
cursor doesn't work very well. That's why I suggest that you check what's under 
the mouse after you do the route. If the thing you want to click is not 
reported with vo plus f five, then clicking the mouse won't work.
