Yes, it's possible, but it's probably most beneficial to determine first what 
is using up the majority of your space.  To learn this, go into System 
Preferences, iCloud and look at the breakdown of what is being used in your 
storage.  Things like iCloud Backups, App data, Photos etc.  Once you know what 
is the primary cause, we can go from there.

I keep getting a message from Apple encouraging me to purchase more
space for my ICloud account.  Currently I am using 4.6 of my 5 Gb
space.  Can the majority of information be moved to an external hard
drive? Also, is it possible that there are duplicates in my ICloud
account?  Such as more then one copy of the same picture?
