It is already possible in Mahara to view content from other people based
on their tags. This can be done under “Portfolio” -> “Shared with me” or
via the full text search when the search field is limited to search for
tags only. However, in this case, it is necessary that the viewer knows
the tags that the portfolio author had used.

It would be more comfortable for the viewer to go to a portfolio page
and click a tag – either a page tag or an artefact tag – and then be
taken to a result list that showed all content tagged by the portfolio
author with that particular tag to which the viewer has access.

Filter for all artefacts in tag list

It is possible to filter for files, images, text, pages, and collections

of the config.

  We don't need to know about the folder / file size here so we should
  avoid the slow db calls that work out the size when not on Content ->
  Files page

As we are not using a tinyMCE form for comments when logged out but instead a 
normal text field, there is an exception in annotation.js file.
It fails when calling isTinyMceUsed()
