I have checked the Vietnamese tar ball and saw these correct translations. I suspect that the German lang pack for 1.8 did not get any updates after the 15th wheras 1.9 did. If you look at other langpacks, you see that they stop being updated at some point. I have translated some strings into Vietnamese for the trunk series using Launchpad. I saw these translations have been automatically updated for 1.8 series on Launchpad as I expected.
