not sure this applies to your case, but if you're applying outbound connections 
limits to a destination domain, and the destination MX manages multiple 
domains, you might in fact be opening more than 1 simultaneous concurrent 
connection to that MX.
You count 1 open connection from your MTA to virginmedia.com and 1 to 
ntlworld.com, but they are seeing 2 connections from your IP to their MXs.

Or, your MTA might in fact be exceeding configured limits during specific queue 
conditions.

Both of the above are from direct experience.

I'm starting to open tickets as a business customer of the the Office cloud.
Of course it has absolutely nothing to do with this and will get nothing done - 
but I understand very well the need to build some critical mass of signals that 
a problem needs attention, to get things rolling in a large organization. 
Hopefully, some QA process will correlate tickets.

In retrospect, I suspect the word that best fits is, "Official".
 
I understand the strain on this, and am doing the best I can to get the data in 
front of the right people to get an official response, or at the very least, 
get the issue (whatever it may be) resolved.
 
BTW, somehow this thread has grown sufficently large that all my responses are 
now put in the moderation queue.

We are seeing this error on specific sender IPs. So “Server busy” may 
be intentionally and dependent on the sender. 
There are also many versions of this error, with at least 6 different 
AS codes. Some occur after MAIL FROM, some occur after RCPT TO, and some occur 
after DATA. 
 
Previously Hotmail said something like “We have limits for how many 
messages can be sent per hour and per day”. Very useful, you knew that 
reputation was the issue.
Now we just see “Server busy” with an internal code, and we have to 
guess what’s wrong. It would be helpful to know more about these AS codes. Or 
at least which ones are sender issues and which ones receiver issues. This will 
also relieve Microsoft support I guess.

as others already pointed out, score.senderscore.com will tell you the 
SenderScore reputation scoring, and you want it to be > 90.
If you're looking for their BL instead, use 

nslookup zzz.yyy.xxx.vvv.bl.score.senderscore.com

(notice the "bl" subdomain).
Many RBL checkers have it.

Has anyone else had experience with SenderScore RBL?

I find one of our domains on their blacklist and have addressed the issue that 
presumably got us there, but having difficulty getting any "real" estimates as 
to how long it will take for our IP reputation to recover.   

My understanding is that an NSlookup against a particular zone shows if the IP 
is listed and the last digit indicates the current spam reputation for the 
blacklisted entry

   nslookup zzz.yyy.xxx.vvv.score.senderscore.com   (where vvv.xxx.yyy.zzz 
is the IP you wish to lookup)

(our is currently 58, it was 69 last night) 

Based on that rate of roughly 9 points in 15 hours, it's going to be a long 
week if we need to get to "0".   Does anyone know if that speeds up 
("snowballs") as the reputation improves and/or what threshold it takes to move 
from "poor" to "neutral" ? 

I understand that the whole system is automated and can't be "nudged along", 
but SenderScore's estimate of "a few hours to just over a week" is a bit too 
vague to be of value.   

They also couldn't provide any specifics on the message(s) that triggered the 
block aside from "approximate time of last spam message" - which makes it hard 
to correlate which messages triggered the event. 

We are not on any other blacklists but this one is negatively affecting some of 
our larger customers.  Murphy' s Law.

seen the same, plus some of the IPs have been blocked (and shown as blocked in 
"View IP Status"), and are still blocked after more than 40 days of complete 
inactivity (no mail whatsoever being sent out), which basically makes me 
suspect some good ol' precious IPv4 addresses have been wasted for good...

I see you and I have had the same experience with Outlook's support : answers 
are based on a scenario that always ends the same way.

I share your issues : IPs that are working well are green on SNDS and other IPs 
that are consecutive and sending the exact same emails get throttled in my 
case... I do not see any logic in this.

Also, I still get some "server busy" messages from Outlook, that was never the 
case before.

deferring a large percentage of traffic forever (even a 48 hours limit to 
retries won't help), obviously from DKIM-authenticated transactional messages 
emitted by top-reputation, SNDS-green, no-problem-whatsoever until the suspect 
recent infrastructure switch on their side IPs,
and is willing to share the love you got from them?

Sometimes the AS843 is AS844 instead.

Having Exchange as corporate mail server,  I 100% subscribe to the advice 
already provided by other listmembers: smarthost Exchange with a smaller and 
leaner MTA both ways (outbound and inbound).
And not only for DKIM sake, mind you!
