An analysis of more than 900 emails from Miller to editors at Breitbart News, the report shows Miller’s single-minded focus on nonwhite immigration and his immersion in an online ecosystem of virulent, unapologetic racism. The Miller of these emails isn’t just an immigration restrictionist, he’s an ideological white nationalist. It’s tempting to dismiss this as old news. Miller is, after all, the architect behind the Trump administration’s most draconian border and immigration policies, as well as some of its harshest anti-immigrant rhetoric. The first travel ban, rolled out within days of President Trump’s inauguration? That was Miller. Family separation at the border? That was Miller too. The relentless effort to limit asylum, deport protected migrants and block refugees from entering the country? Also Miller. The president’s January address from the Oval Office, in which he spun gruesome tales of immigrant crime and violence (“In California, an Air Force veteran was raped, murdered and beaten to death with a hammer by an illegal alien with a long criminal history”)? Stephen Miller. But suspecting Miller’s ideological allegiances is quite different than knowing them. In the absence of proof, there was room for plausible deniability. That’s how a conservative magazine editor could praise Miller as a “wunderkind” for his command of the “details” of immigration policy while dismissing evidence that Miller was once close to Richard Spencer, a prominent neo-Nazi. With the emails — supplied by Katie McHugh, a former editor at Breitbart — we now know what Miller was reading and thinking about in the year before he joined the Trump campaign. And there’s no denying the nature of the material. In October 2015, while still an aide to Senator Jeff Sessions of Alabama, Miller sent McHugh a story from VDARE, a white nationalist website named for Virginia Dare, the first English child born in North America. VDARE is preoccupied with “white genocide” — the myth that nonwhites are working to destroy white people through immigration and intermarriage — and Miller cited the website in response to McHugh’s concern that the government would grant temporary protected status to Mexican survivors of Hurricane Patricia. “This being the worst hurricane ever recorded, what are the chances it wreaks destruction on Mexico and drives a mass migration to the U.S. border?” wrote McHugh, who identified as a white nationalist at the time. Miller replied: “100 percent. And they will all get TPS. And all the ones here will get TPS too. That needs to be the weekend’s BIG story. TPS is everything.” He then sent her a link from VDARE that focused on the prospect of protected status for victims of the hurricane. McHugh says Miller also directed her to stories from the website American Renaissance, another white nationalist publication, this one focused on eugenics and anti-black racism. Its founder, Jared Taylor, has argued that “When blacks are left entirely to their own devices, Western civilization — any kind of civilization — disappears.” In 2013, he argued for a white ethno-state. “We want a homeland where we are a majority,” he said. There’s more. In June 2015, after Dylann Roof murdered nine black churchgoers in Charleston, S.C., Miller emailed McHugh with an outraged message about retailers pulling Confederate flags from their stores, pointing her toward statistics on Confederate deaths in the Civil War. He then wrote to her about efforts to remove Confederate memorials: What do the vandals say to the people fighting and dying overseas in uniform right now who are carrying on a seventh or eighth generation of military service in their families, stretching back to our founding? In a September 2015 email, Miller encouraged McHugh to show “the parallels” between Pope Francis’s pro-refugee statements and “The Camp of the Saints,” a 1973 novel by the French author Jean Raspail. In the book, an influx of Indian refugees — described as subhuman and led by a feces-eating demagogue — storm France, killing, stealing and rampaging until they’ve completely occupied the country. The Rise of Soviet Film In 1896, the Lumière brothers visited Saint Petersburg to present their collection of moving pictures to a small Russian audience, marking the first viewing of film in Russia.1 The first film to be made in Russia was during the same year: a filming of the coronation of what would be Russia’s last monarch, Tsar Nicholas II.2 It would take nearly a decade for Russia to have its own film studio, and the advent of World War I slowed the influx of foreign cinema, leaving Russia to launch its own film industry instead of relying predominantly on foreign film distributors.3 Once established, Russia’s film industry grew, and, by 1914, about half of Russia’s urban population regularly attended the movies.4 However, the Bolsheviks would revolutionize Russian cinema as leaders recognized the potential of film propaganda as a way to influence the political and social attitudes of the people.5 Vladimir Lenin clearly understood the power of film, as he stated, “Of all the arts, for us, cinema is most important.”6 The Bolsheviks nationalized the film industry in 1919, giving the People’s Commissariat for Education control over film production, with a mandate to use cinema to promote the Communist cause at home and abroad. Whale Defenders Are Divided. By John Eligon NEAH BAY, Wash. — The hunters paddled frantically, closing in on their target. When they drew near, one of them stood in the cedar canoe and thrust a harpoon into the spine of the 30-foot gray whale. With the help of fishing boats, the men towed their catch into a small cove in Neah Bay on the Olympic Peninsula of Washington, where hundreds of fellow Makah tribal members greeted them like heroes. People hugged and cried. They celebrated what felt like the return of better days. It was 1999, and the tribe’s first successful whale hunt in seven decades. It was also their last. The Makah are the only Native Americans who have a treaty with the United States government that allows them to hunt whales. But they have not because of a protracted administrative and legal battle waged by conservationists and animal rights activists, who call the practice “barbaric” and have generated a wave of negative sentiment against the tribe. The two-decade tussle could flare in the coming weeks over a proposal that would allow the Makah to resume whaling as early as next year. Tribal members say the struggle goes beyond their right to hunt, and see it as a fight over restoring Native identity, honoring indigenous treaty rights and respecting age-old traditions. “People argue that you haven’t done it for 70 years, you don’t need to do it anymore,” said Patrick DePoe, 37, a member of the Makah tribal council. “They’re not Makah. They don’t understand what it means for us.” An administrative law judge was scheduled to hear arguments Thursday on a proposal by the National Oceanic and Atmospheric Administration to exempt the Makah from the federal ban on whaling. The exemption would allow the tribe to catch as many as four Eastern North Pacific gray whales every two years for the next decade. People on both sides of the debate expect that NOAA, which oversees ocean resources and habitats, will issue a permit for the Makah to whale again. But activists have vowed to take the fight to court and use procedural challenges to continue to prevent future hunts. “Just because there is a treaty right does not mean that they must exercise it,” said Catherine Pruett, the executive director of Sea Shepherd Legal, a nonprofit environmental law firm. “Whaling is an archaic and barbaric practice, no matter how you do it.” Various tribes signed treaties with the federal government through the late 19th century, making concessions in exchange for the protection of rights and provision of services. Over time, tribal leaders say, those rights and privileges have been denied. “It doesn’t make sense to me, in this day and age, that anybody thinks they have the right to tell us what should be important to us,” said Janine Ledford, the executive director of the Makah Cultural and Research Center.Credit...Ruth Fremson/The New York Times “We’re talking rights here,” Nate Tyler, a 47-year-old tribal council member, said of whaling. “It’s our identity.” Many Makah believe a traditional diet that includes whale can help to improve their health. The preparation for a hunt is also physically and spiritually nourishing, tribal members say. Hunters train by running and paddling every day. They fast, abstain from sex and face the sun and pray each morning. After a kill, they pray for and thank the whale for providing for them. “It brings to life a better part of our culture,” said Spencer McCarty, a 59-year-old Makah whaler. Even as tribal members fight to hunt again, many fear a repeat of the vicious backlash they faced last time, when they received bomb threats and heard chants of “Save a whale, kill a Makah.” Hackers targeted the tribe’s website and replaced Neah Bay on a map with “Death Bay.” Things got so bad that the National Guard was sent in to protect the reservation, which sits on a picturesque 47 square miles of cedar trees and rocky coastline. Much of the opposition came from the Sea Shepherd Conservation Society, a sister organization of Sea Shepherd Legal. During the hunt, the organization’s activists buzzed motorized fishing boats around the hunting canoes and made loud noises. After the hunters caught the juvenile whale, activists called tribal members derogatory names like “baby killers.” Mr. McCarty said he remembered a man who posed as a journalist and came to his home. Paddock TROPODO, Indonesia — Black smoke billows from smokestacks towering above the village. The smell of burning plastic fills the air. Patches of black ash cover the ground. It’s another day of making tofu. More than 30 commercial kitchens in Tropodo, a village on the eastern side of Indonesia’s main island, Java, fuel their tofu production by burning a mix of paper and plastic waste, some of it shipped from the United States after Americans dumped it in their recycling bins. The backyard kitchens produce much of the area’s tofu, an inexpensive and high-protein food made from soy that is an important part of the local diet. But the smoke and ash produced by the burning plastic has far-reaching and toxic consequences. Testing of eggs laid by chickens in Tropodo, a village of 5,000 people, found high levels of several hazardous chemicals including dioxin — a pollutant known to cause cancer, birth defects and Parkinson’s disease — according to a report released this week by an alliance of Indonesian and international environmental groups. The dioxin found in Tropodo is the end product in a chain of malfeasance, carelessness and governmental neglect. “They start the burning early in the morning and go until evening,” said Karnawi, 84, who lives near seven of the plastic-burning commercial kitchens. “It happens every day and the smoke is always in the air. For me, it’s difficult to breathe.” Like many Indonesians, Mr. Karnawi uses only one name. The levels of dioxin found in that egg were second only to eggs collected near Bien Hoa, Vietnam, the former United States air base that was a Vietnam War staging area for the defoliant Agent Orange, which contains dioxin. The United States recently began a 10-year, $390 million cleanup at Bien Hoa, which remains heavily contaminated nearly five decades after the war ended. An adult who eats just one egg like the one taken from Mr. Karnawi’s henhouse would exceed the United States daily safety threshold by nearly 25-fold and the stricter European Food Safety Authority standard by 70-fold. Eggs are commonly used for testing contamination because chickens effectively sample the soil as they forage and toxins accumulate in their eggs. “These stark findings illustrate the dangers of plastics for human health and should move policymakers to ban plastic waste combustion, address environmental contamination, and rigorously control imports,” said Lee Bell, an adviser to the International Pollutants Elimination Network and a co-author of the report. The study was conducted by four environmental groups: Ecoton and the Nexus3 Foundation, based in Indonesia; Arnika, based in Prague; and the International Pollutants Elimination Network or IPEN, a global network dedicated to eliminating toxic pollutants. The toxins found in Tropodo’s soil begin with Westerners believing they are doing a good thing for the environment — sorting their waste for recycling. Much of that waste is sent abroad, including to Indonesia, where it is combined with local waste for processing. But rather than being turned into new consumer goods like fleece jackets and sneakers, much of the waste is unusable for recycling and is instead thrown into the furnaces that fuel Tropodo’s tofu boilers. “This is plastic collected from consumers in the United States and other countries and burned to make tofu in Indonesia,” said Yuyun Ismawati, a co-founder of the Nexus3 Foundation and a study co-author. The amount of foreign waste coming to Indonesia soared two years ago after China halted trash imports. In East Java, 11 paper mills operate south of Surabaya, Indonesia’s second-largest city, and import waste paper for recycling. Some unscrupulous foreign waste handlers dump unwanted plastic on the developing world by including as much as 50 percent plastic in their supposed paper shipments, Ms. Yuyun said. Local companies profit by accepting the shipments. Much of the plastic is unwanted, low-grade material and Indonesia has no good way to dispose of it. After removing the best materials for recycling, most companies send their remaining waste to Bangun, a village known for its trash pickers who hunt for items of value and material worth recycling. In Bangun, piles of trash, some more than 15 feet high, fill every vacant bit of land. About 2,400 people live in the village and almost every family is involved in the waste business. Ken Burns’s acclaimed series The Civil War featured a charismatic Shelby Foote spouting reactionary pro-Confederate mythology and gushing about Nathan Bedford Forrest, the Southern general who oversaw the massacre of black soldiers during the war and became the first Grand Wizard of the Ku Klux Klan. The period following the Civil War, known as Reconstruction, has been especially ill-served by filmmakers. In 1915 D.W. Griffith, one of the founding geniuses of American cinema, released his blockbuster epic Birth of a Nation. Griffith used dramatic images that were startlingly innovative for the time, but he also portrayed lascivious, half-civilized blacks taking over the South and subjecting it to a reign of violence, corruption, and incompetence until beleaguered white Southerners were at last “redeemed” by fearless Klansmen. In 1939 another Hollywood epic, Gone with the Wind, though less brutal in its racism, nevertheless perpetuated the stereotype of Reconstruction as a tragic era when a “prostrate South” was put to the heel by an unholy alliance of greedy carpetbaggers, sinister scalawags, and “uppity” blacks just released from slavery and raised far above their station. It’s not as though Hollywood just made this stuff up. Leading historians of the day, notably William Archibald Dunning at Columbia University, were telling the same nightmarish story about Reconstruction under the guise of disinterested scholarship. There were dissenters, none more formidable than W.E.B. Du Bois. In 1935 he published his flawed masterpiece Black Reconstruction, which, among many other things, excoriated the Dunning school for its egregious distortions. But it was not until the 1960s that the “revisionist” view of Reconstruction filtered into the academic mainstream, as distinguished historians—notably John Hope Franklin and Kenneth Stampp—published brief surveys that introduced a more balanced view of the period. They emphasized the surprisingly mild treatment of ex-Confederates, the impressive achievements of the Reconstruction legislatures, and the long-term significance of the constitutional changes of the era. Then in 1988 Eric Foner published his definitive account, Reconstruction: America’s Unfinished Revolution, 1863–1877, and with that the scholarly demolition of the Dunning school was complete. When Henry Louis Gates Jr. set out to produce a documentary series on Reconstruction for PBS, he wisely invited Foner to serve as his senior scholarly adviser. Together they assembled many of the very best historians working in the field to guide viewers through four superb hours on the history and significance of Reconstruction. With Gates narrating, the documentary takes us from the origins of Reconstruction as slavery was destroyed during the Civil War all the way to the early twentieth century, with the repudiation—both popular and scholarly—of Reconstruction. The two episodes that constitute Part 1 cover Reconstruction itself, describing it as a revolutionary moment in American history, full of hopeful possibilities. But it provoked a fearsome backlash, what Du Bois called a “counter-revolution of property.” This is the focus of Part 2, which covers the era of Jim Crow segregation, lynching, and disenfranchisement. It would take thousands of pages and dozens of books to tell this story fully. All the more remarkable, then, that the four episodes succeed so well in introducing the broad outlines of what Gates calls “the chaotic, exhilarating, and ultimately devastating period known as Reconstruction.”1 The ideological struggle to control how the story of Reconstruction would be told began with the surrender of Confederate forces at Appomattox. As Edward Ayers points out, Ulysses S. Grant believed it was the moment when Northern principles had triumphed, but Robert E. Lee acknowledged nothing more than that the South had succumbed to overwhelming force. Lee thereby introduced the premise of the pro-Confederate myth of the “Lost Cause”: the South had fought courageously for noble ends but was simply dominated by superior Northern numbers

The police in the Alto area have surrendered. Currently the masses are advancing on the city of La Paz. The police who are in La Paz are asking the masses in support of Evo to avoid armed confrontations. They want to negotiate their surrender with the masses loyal to Evo. *In the next few hours the return of the legitimate President of Bolivia to his post of command is expected. THE COUP D'ÉTAT IS IN RETREAT. 1.- 1st Vice-President of the Bolivian Congress (MAS militant) Clarifies that she has not resigned, therefore, by order of succession she is the President of that institution and takes the decision to suspend the Congressional session. The right is bogged down. 2.- The main workers' unions call to dismantle the coup, otherwise they will go on general strike and paralyze the country. 3. The main Campesino union center begins to block the country's highways...pressuring the right to dismantle the coup. 4. Countries like Mexico, Argentina (President-elect), Paraguay, Venezuela, Nicaragua, Spain...emphasize that the coup must be dismantled... 5. World mobilization of political parties, social and trade union organizations, intellectuals, artists, human rights organizations demand the dismantling of the coup d'état. 6.
