https://whosonfirst.mapzen.com/ for places, as it's better than GeoNames or 
Getty's TGN for our needs.

Have a look at both Mapbox https://www.mapbox.com/ and Carto https://carto.com/ 
.  Both have solutions that you can implement for this.
In all likelihood you'll also qualify for a free account.

They are both quite easy to get started with and you can stylize and design a 
map to work perfectly with your content. We use both extensively in our work 
for the National Park Service and their mapping and features are really fun to 
work with. Feel free to reach out if you have more questions.

Matt and Doug in particular...

Doug, I think we spoke to you guys (briefly) before embarking on our “digital 
totem” which also prominently features a “zoomable" map interface into images 
and media...

a large, 4k, touch enabled display, mated to a windows PC running a locked down 
Chrome kiosk.
It is all built using html/css/js

I’ve reached out to the dev to get his thoughts on the codebase, but ether way 
I’d be happy to chat about what we learned (or are still learning)

In general we am working on how the institution wants to more fully embrace 
open source, so we should all keep in touch.

p.s. how does one switch to non-digest mode? is it rude to respond to a digest 
email with a specific point?

Hi Matt,

I worked on a piece of software a few years ago called Neatline that does this 
(http://neatline.org), though you may not like the additional overhead of Omeka 
for this. I’ve also done something like this with Google Earth (which sometimes 
works well with touch screens) and set the default view and zoom to what you 
want. You might also want to check out FotoMaps (fotomaps.net) if you’re OK 
with Flash running (though I’m not sure about it’s touch response). While this 
isn’t exactly what you’re looking for, you might find StoryMap 
(https://storymap.knightlab.com) of some use for this…
