Standard rating type for digital systems.  It's telling you that the
accuracy is a percentage of the range the meter is set to, PLUS some fixed
number of LSD counts it may be off by.  +/- 3%, AND +/- 6 counts in the LSD
regardless of whatever
percentage that might represent.

Also classic.  In the early years, NIX-II (nixie) tube days, the carry bit
out of the last column of the logic
was interpreted as a "1".  (Special [cheaper] display element, separate
lamp, etc.)  This became the
1/2 digit in a precision spec., and was the norm for years.  Later, Fluke
(others?) widened the MSD's
range from 0-1 to 0-3, resulting in a max count of 3999 (4000 discrete
values from the counter chain).
I think they call that a 3/4 digit or something like that.

It's just another way to tell you the breadth of a range.

I just tested out my Fluke 83, and its top count is not 3999, it's 4095.
Not very much different, but telling.
Clearly it's now binary inside and not BCD, unlike early digital meters.
It's possible that the "4000 count"
label has always meant this, I don't have any middle-aged digital meters.

And it measures the same if you unhook the battery and measure it in series?

DC current clamp meter is oh-so-very handy for automotive work.

better than the RadioShack.  But if the RadioShack meter doesn't
have clamp current measurement then either will add a bit more
capability.

Since I can't see those electrons moving around, I depend on tools
like these meters to "see" what's happening.  Good meters are,
well good.  But even a cheapie like either of these is a lot
better than no meter for most work!!

There are a lot of automotive uses for a DC clamp-on ammeter.  Those,
though, are not usually so cheap.  I use a Fluke, I think meter and clamp,
used, were in the $200-300 territory.

I am unfamiliar with that brand. Do you really need to measure up to
400 Amperes AC?

Back in the '80s I bought a cheap DMM. One time I forgot I had it set on
the 10 A DC range and went to measure the voltage of a 12 V car battery.
The meter was destroyed.

I bit the bullet and purchased a Fluke 77 DMM. After using it for awhile,
I made the same mistake with it, but on a friend's 24 V tractor battery
bank. The meter survived. I still have it and am still using it.

The latest version, the 77 IV, is pricey (like $320), but you can get an
original version cheaper on eBay:

[MBZ] Meter on Amazon ? Good value?

Came across this on Amazon today :
Etekcity MSR-C600 Digital Clamp Meter Multimeters , Auto-Ranging 
Multimeter AC/DC voltmeter with Voltage, AC Current, Amp, Volt, Ohm, 
Diode and Resistance Test Tester.
It seems like it will do a lot for the occasional user like myself.  But 
I know there are more knowledgeable people out there than me, cause I 
have almost Zero knowledge.  ;-)
It's $22.99.  I'm a Prime member but I don't know if that affects the 
price or not.     I bought a MM from Radio Shack when they were closing 
lots of stores and while not bad, it's not high end.  Course it was only 
around $25.

Any ideas?
