Well, it's more complex than that.  But yes, there are better substances.
The water might only have been for suppressing smoke and heat, to avoid
damaging the roadway etc.

So far as I know, even smothering it in Pintos would have worked as well
as water, so far as putting out the fire went.

 This doesn't speak well to the local fire department. You don't put water on 
an electrical fire.AFAIK there is a foam that most FDs have specifically for 
this kind of fire.
I'm not sure the condition they're suggesting occurred is possible. I think the 
car will require input from a driver every 20-30 seconds or it'll stop driving. 
I don't think you could "jump in the backseat" and let the car drive as the 
article suggests. I drove one 2 years ago and it required you to keep your 
hands on the wheel or the self driving would kick out.
