Up to 1200 baud (202/212) didn't use any compression at all, and was pure audio FSK. Once you hit 2400 baud the 'training' cycle came into being, that noisy connection-establishment phase that is so characteristic of dial-up in the public psyche, and that's I'm sure what runs afoul of VOIP. I've been listening to some vintage computer podcasts that have talked about the issues trying to use a modem over today's VOIP phones. Apparently the compression used today prevents modem use. There is a theory that 300 baud would be slow enough that it's still work...
