Try the vinegar or maybe another acid again but this time put a chain in there 
and shake it about. Should help dislodge some more stuff.

The relay site was down for awhile, probably for maintenance.

A handful.  Not that much, really.  You are just trying to make the water 
conductive,
the electricity does all the work.  I think I used a cupful in the kiddie 
wading pool
in which I de-rusted the Hercules engine head.

I just had a thought (belatedly) on the rust issue.
How much washing soda does it take to electrically remove the rust from 
a 20 gallon tank?

Oven cleaner would do a nice job on varnished fuel residue. But I'm not 
sure how easy it would be to flush the solvent out.
