Regarding MoveOn.org in 8-7, I did notice that as I departed the Martin
Luther King Park bldg a police car with lights flashing was driving
away, & MoveOn was loading its stuff into a vehicle. So, perhaps they
were in fact too close to the bldg & were ordered to move (On.org).
I was either the 170th or 270th voter at 8:30. I am pretty certain who I
voted for - I sure hope I didn't mark that Lyndon Larouche line.

Ward 8-7 (Jeez, I thought I was still in the 10th Ward): I arrived about
8AM at Martin Luther King Park to see quite a long line - looked like
folks waiting for a ride at Disneyworld. It took about 30 minutes to get
thru and vote - I was on my way to work by 8:30. I saw what appeared to
be one person sitting next to the voter registration table with a badge
saying "Challenger," I think, but no one was registering at that time so
I didn't observe any actual challenging.
MoveOn.org had a table set up outside on Nicollet & was giving away
bagels. As I don't like bagels much I didn't stop. Now if they'd had
some healthy glazed donuts or chocolate croissants...

Here are some facts regarding Hey City:

The MCDA (now the City) bought the building from Hirshfield's (spelled
with no "c") in 1995 for $500,000. Acquisition financing consisted of
$50,000 loaned to the MCDA by 2 nearby property owners, an additional
$50,000 down payment, and a $400,000 contract for deed (as Mr. Luce
said).

The building was in turn leased to Hey City for 10 years at $11,041 per
month, with options to extend.

The acquisition and lease were approved by the MCDA Board on February
10, 1995.
 
Real estate taxes have been paid by the Heys from the start of the
lease.
There was a guaranty by the Heys for an internal MCDA loan, but that
guaranty has expired.

Hey City was not "lured away" from 7 Corners. They were actively looking
for a new and larger location in which to stage Tony & Tina's. And the 7
Corners landlord was not entirely privately financed.
 
While the Heys estimate they've invested up to $2 million in the
building, much of that investment has been to redo improvements specific
to various performances, i.e., converting the space to allow the entire
building to be used for Tony & Tina's, then later reconverting the space
so each floor could be used separately & simultaneously for other shows.
And I believe much of their investment went into furnishings and
fixtures, such as tables, chairs, bar equipment, etc., much of which is
not taxable.


There are a number of other users such as the Fringe Festival that have
sub-leases to use space in the Hey City building this summer and into
early next year. We are making every effort to assure that these users
will be able to use the space as planned.

In 1995, the MCDA lured Hey City Stage from a privately owned building

Corners to 824 Hennepin Avenue.  I clearly remember the devastating blow
this was to the West Bank because I owned a large apartment building

one block at the time.  I also know the privately financed landlord who

Sandy Hey and performed on stage in "Forever Plaid".  I know quite a bit
about this scandal.

The Hennepin County Tax records show that Hirschfield's Inc. still owns
the
property, and "no sale information on file for this property."  NO
PROPERTY
TAXES HAVE BEEN ASSESSED.  Hey City Stage is shown as the taxpayer.

The Minneapolis property records show Hey City Stage as the taxpayer and
the
CURRENT TAXABLE VALUE AS ZERO - SINCE 1994.  The same report shows
"estimated market value" of $268,000 for the building and $557,000 for
the
land.  Further research on the City website shows a building value of
$940,935 in 1995 when the building permit was issued.  Subsequent
permits
were issued for remodeling worth $370,000 in 2000 and 2001, which would
increase the building value to approximately $1.3 million, plus land.
In
other words, the current property value of 824 Hennepin should be around
$2
million.

Strib writer Rohan Preston states that "The city spent $900,000 to
renovate
the building.  Hey said she has invested an additional $2 million."  If
Hey
really invested an additional $2 million, she didn't apply for any
permits.
She didn't pay any taxes.  Now, she is "terminating" her lease to the
City.
Too bad taxpayers - YOU GET THE FINGER.

To calculate the TOTAL PUBLIC MONEY THAT WAS LOST ON THIS FIASCO, we
must
find out the following:

How much did the MCDA pay Hirschfield's for the building in 1995?  Why
isn't
this public knowledge like all private real estate transactions are?

How much rent has Sandy Hey paid to the City since 1995?

What are the terms of the lease to Hey City Stage?  Are there personal
guarantees?  Is there a "termination clause"?

Is Hey City Stage a 501C3 non-profit corporation?

Why have NO PROPERTY TAXES BEEN PAID ON THIS PROPERTY?  Do any theaters
in
Minneapolis pay property taxes?

Please journalists, do your job.  Find out these answers and share them
with
the public.  Also find out how Ms. Hey "invested" the additional $2
million.

[Mpls] Correction re MacPhail Construction

The construction JC refers to below is in fact an office bldg, housing units
& parking being built by CSM on the block across from the Hyatt Whitney,
which itself will soon be converted to condos. MacPhail is currently in
fund-raising mode, & will build on the corner of 2d St. & 5th Ave. when
funding is complete.

[Mpls] Theater Sign & Seats

The MCDA has stored at Grain Belt in one of its buildings that is soon to be
demolished the following items:

1. Franklin Theater sign. Two or three years ago during renovation of the
former Franklin Theater the sign was removed & was to be hauled away. The
redeveloper contacted us to ask if we wanted it. We contacted Seward
Redesign to inquire as to whether it might be able to be used on the
Franklin LRT station. This sounded like a good idea, so we hauled the sign
to Grain Belt for storage. Unfortunately, it was ultimately determined that
the cost of renovating the sign, installing it on the station and
maintaining it far exceeded the available budget. We made some efforts to
find other uses for the sign, but to no avail. So, we now have a huge sign -
approximately 8' wide, 22' long & 6' deep - sitting in a building that is
scheduled to be demolished sometime this Fall. Historic Preservation
Commission staff is aware of its existence, & it has not been designated as
historically significant.
Problematic conditions of the sign include the following:
-structural integrity is questionable 
-some corrosion of the structure & the metal skin
-incandescent fixtures - literally hundreds line both vertical sides - need
to be replaced & rewired
-neon ballasts & tubing need to be redone
And of course there's the challenge of moving it - a truck with a crane is
required (so forget about folding your back seat down & sliding it into the
trunk).

2. Pantages(Mann) Theater seats. When renovation began, approximately 200
seats were removed & stored at Grain Belt, the thought being that they might
be able to be reused. It was ultimately determined that they could not be, &
the general consensus is that they are in horrible (or more technically
speaking, crappy) condition.

We're looking for someone - frankly, a benefactor - who is interested in
restoring and/or reusing the Franklin Theater sign. The challenges & costs
as noted above are considerable. We also want to note the availability of
the theater seats, if anyone is interested in taking all of them. We don't
have the staff resources to schedule individual appointments to view these
items, or to to have an open house. If there are parties seriously
interested in these items, we will schedule a one-time viewing, say in the
1st week of September.

So if you are seriously (really - seriously) interested in these items,
please contact me at [EMAIL PROTECTED] or the phone number below by the
end of next week, Friday, Aug. 22. I've pretty much spilled my guts about
this stuff herein, so there's not much more info I can provide.

OK then - yes, the Timberwolves & Arena Club pay real money totalling
approximately $5 million in personal property taxes. At least that's what
the Assessor's Office indicates. Please let us know of your success in
getting copies of those cancelled checks. The MCDA does not receive these
payments from the taxpayer.

Regarding CSM's office building, we sold them the land & have a
redevelopment contract that calls for a sign being posted. Other parts of
this project include housing, 20% of which will be affordable, structured &
below-grade parking &, in the future, a new home for McPhail Center for the
Arts. Yes, the MCDA has been involved in financing for these other
components of the project, in the areas of pollution clean-up (funded mostly
by grants from the State & Met Council), affordable housing, & parking
(developer-paid tax increment financing, not MCDA money, funny or
otherwise). This is already public information - all MCDA land sales are
subject to neighborhood review, advertised public hearings, & along with
financing is subject to review & approval by the MCDA Board/City Council;
this project was approved in Dec. of '01. I assume your ongoing
investigation will yield the additional details & conclusions you desire.

I'm not directly involved in housing, so I won't attempt to address the
Fannie Mae question.

Mae" means - as it relates to the sale of municipal bonds.  I noticed
this phrase on Steve Minn's Stone Arch Apartment summary posted on the
MCDA website, and of course Fannie Mae is one of two limited partners
in the Riverside Plaza deal.

In answer to your questions posted below:

The Target HQ block PINs are 27-029-24-12-0137, -0142, & -0143.

Target Center Personal Property Account Numbers are 25003 & 25004.

Tax info, as you have amply demonstrated in previous posts, is easily
available on the Hennepin County Property Tax web site by PIN or address.
Once a parcel is pulled up, you can click on "view map," then navigate the
map and click on any other parcel or block to pull up that data.  Personal
Property Accounts are not on the site; you have to call the Hennepin County
Assessors office(612-348-3046) to get that info.

Regarding the office building being constructed next to the Depot skating
rink (the rink is not being removed permanently, but is planned to re-open
in the fall), the MCDA has no involvement in its financing. CSM is financing
this building privately. I'm sure CSM expects this building to increase in
value over time.

I'm unable to address any disparities in the direction of Target's assessed
value versus that of your property in Cedar-Riverside. I would suggest
contacting the Assessor's Office to discuss this. I'd also suggest the
Assessor's Office as the best source of the Target Center tax info, & of a
list(if one is available) of properties that pay no tax. I don't know for
certain the specific dates on which the Timberwolves' & Arena Club's 2003
personal property taxes of approximately $5 million are due, but I believe
they're due on the same dates as real estate taxes.

real estate taxes paid will be $4,999,254."

Heller:  Where is this data published?  How much have the Timberwolves
paid over the past few years?  WHEN will they pay the $4,999,254?
Will they pay real cash, or will there simply be a bookkeeping entry
crediting this amount against improvements promised by the City?

Several other properties show no property taxes due (Northern Cap for
example.)  Where can people go to find a list of all Minneapolis
property that pays no tax?

Regarding the market value & property tax numbers cited below, Phil Handy of
this office has provided the following:

1000 Nicollet Mall (Target Headquarters Block, not the Target Store Block):

The valuation that Ms. Heller cites, $54,500,000, is only one of three tax
parcels that comprise the Target HQ Block.  The total 2002 EMV for the block
is $167,000,000 and the total real estate taxes paid in 2003 will be
$7,062,713.  Any decrease in EMV from 2001 was due to over-all reductions in
CBD office values by the City Assessor.  Target did not file any petitions
to reduce valuation, unlike many office tower owners.  This project received
no public financial assistance.

The valuation that Ms. Heller cites is only the exempt fee interest parcel

leasehold interests.  These are assessed just like the regular tax parcels
and taxes are paid at the regular C/I rate.  The total 2002 EMV for Target
Center is $53,960,000 and the total 2003 real estate taxes paid will be
$4,999,254.
