I have same problem and I already reported it maybe twice. Still not corrected. 

From my experience it occurs when I sync to cloud in android device and then 
when I sync to pc. 

It is a big problem for me.

Strange thing:
When I create new blank to-do list and set exactly the same filters
and conditions, closing hours work! But in my old view still nothing
and I am 100% sure the settings are same.

So not figured out the problem, but at least there is a workaround :-)

Hello,

In the to-do view (Active tasks set) I still can see context during
closed hours. The only way how to hide those tasks is to set the
context to always closed.

Am I missing anything?

checkbox include closed does not help, task with closed-hour context is
still there.

And of course the task has only 1 context.

Did not help.
It works differently than mentioned in the thread below. If I set always
closed than Context selection area incl. AND OR switches does not affect
the behavior of the to-do list. Tasks with context totally closed are
hidden.

Sorry for confusion.

Hiding of tasks with certain context works for me only when context is fully
 closed.
It does not work with certain hours only.

The checkbox does not have any effect and the task is one context only for
sure.
Still unclear for me.

To-do view setting:
group by flags
advanced filter set to goal  yearly

I suspect the only way you will get this resolved Milan is if you submit a 
sample data file exhibiting your problem. I don't think it's a bug as it's so 
basic I'm sure it would have come up before now. It's most likely something to 
do with your setup. The only other, slightly off the wall, suggestions I could 
make would be date/time related. For example, is your system showing the 
correct date/time, have you tried refreshing (F5) in case you passed a time 
boundary, apart from time are you sure you are on a designated open/closed day 
(we've all done it with this type of problem - it really is worth checking 
again).

Just a guess, but do you have hide undated checked in the Start Date
section of the filter panel? If so, try unchecking it. If that result
gives you undated tasks you don't want then created an advanced filter
rule for due date.

Depends on how you are delegating. Flags are better for a quick swap
of delegation which (I think) is what Milan wanted.

for me calendar makes no sense. As David Allen for GTD says - if its
tasks, it goes to your truste system (MLO). If it needs to be done at

 switch of responsibility is easily achieved (via right click) as you
 can only have one flag per task. Flags of course can still be grouped
 and be a filter criteria.

I have been trying to figure out the same problem. I have been using
different context for each person so far. Using task name field does
not seem to me like a good way, because in case of re-assigning task
to another person, I need to edit the task name; instead I would like
to right click on certain field and choose different person.

Anyone can share smart way how to do it?

But what if I have a task with subset of tasks, that are partly mine and
partly I want to delegate them?
 I would not like to separate this sub-tasks from the parent.

You can set any shortcut for Rapid Task Entry in
Tools/Options/RapidTaskEntryDialog.

 Before MLO, the CTL-SHIFT-M shortcut opened a new Outlook message
 window.  Now, it opens the Rapid Task Entry Shortcut.  When I go to
 Tools-Shortcuts I do not see 'Rapid Task Entry' or any other shortcut
 with the CTL-SHIFT-M combo.

 What can I do to get my old keyboard shortcut back?
