Minyak 127 Dolar Per Barel, AS Stop Beli Washington, (ANTARA News) - Saat harga minyak 127 dolar AS per barel, Pemerintah AS, Jumat (Sabtu WIB), menyatakan akan menghentikan pembelian pasokan minyak baru untuk mendukung cadangan minyak strategisnya. Pemerintah AS melakukan hal itu sesuai dengan perintah Kongres AS. Pada Selasa, mayoritas anggota Kongres memutuskan untuk menghentikan pembelian minyak agar dapat membantu meredakan harga minyak yang melonjak. Masa habis kontrak pembelian yang dimiliki AS saat ini jatuh pada akhir Juni, sehingga perjanjian baru tidak akan ditandatangani untuk enam bulan kedua tahun 2008, demikian pernyataan dari Departemen Energi AS, sebagaimana dilaporkan Dpa. Pada awalnya Pemerintah AS berniat meneruskan pembelian 76 ribu barel per hari hingga bulan Desember. Pemerintah AS di bawah, Presiden George W Bush, menyatakan persediaan cadangan startegis minyak merangkak naik dari 540 juta barel menjadi 702 juta barel saat ini. Cadangan minyak itu disimpan di bunker besar bawah tanah di sepanjang Teluk Pantai Louisiana dan Texas.(*)

Repeating story initially transmitted late Friday) By Jennifer Coogan NEW YORK, April 27 (Reuters) - The stock market will likely start the week on a hesitant note with Wall Street facing the first Federal Reserve interest-rate decision in many months not knowing that a cut is likely guaranteed. Sparks could fly, however, if Yahoo Inc (YHOO.O: Quote, Profile, Research) responds to Microsoft Corp's (MSFT.O: Quote, Profile, Research) takeover offer this weekend. The world's largest software company set a Saturday deadline for the two sides to reach a deal and said it would consider its options of going hostile or withdrawing its offer. A disappointing earnings report from Microsoft capped gains by all three major U.S. stock indexes last week. For the past week, the Dow Jones industrial average .DJIended up 0.3 percent, the Standard Poor's 500 Index .SPX gained 0.5 percent and the Nasdaq Composite Index .IXIC rose 0.8 percent. Despite Microsoft's miss, the past two weeks have seen a steady stream of encouraging earnings reports. This was especially true in the financial sector, which gave hope to Wall Street that the worst of the credit crisis is near and suggested that further rate cuts may not be needed. Expectations for a half-point cut were erased on April 18, when stocks staged a sharp rally after strong earnings from Google and Caterpillar pointed to resilience in the face of a slowdown. While the majority of bets are for a 25 basis-point cut, there is still a 1-in-4 chance of no rate cut, based on fed funds futures. Not since August has there been any question whether or not the Fed would cut rates. The Fed will announce its rate decision on Wednesday at 2:15 p.m. EDT (1815 GMT). Earlier that day, the Commerce Department releases first-quarter gross domestic product data. If the GDP comes in well above consensus expectations and the Fed stays on hold, then the market reaction will probably be positive because it shows maybe the crisis is over and the economy is not heading into recession, said John Praveen, chief investment strategist at Prudential International Investments Advisers LLC, in Newark, New Jersey. Economists forecast that GDP grew at an annual rate of 0.2 percent in the first three months of the year, suggesting that the economy is not quite into recession territory. If the GDP number is zero or negative and the Fed remains on hold, the reaction will be negative, Praveen said. But I don't think the Fed will want to disappoint the market, so they will probably cut by 25 basis points. JOBS PICTURE LOOKS DARK After the dust settles from the Fed's decision, the market may come to a lull in anticipation of the monthly payrolls report, due for release at 8:30 a.m. EDT (1230 GMT) on Friday. After a string of positive earnings reports and some market-boosting data, the April jobs report may cast some gloom over Wall Street. The forecast: U.S. nonfarm payrolls cut 80,000 jobs last month, according to economists polled by Reuters. Jobs data is very U.S.-centric, said Paul Nolte, director of investments at Hinsdale Associates, in Hinsdale, Illinois. That may stand in contrast to what we've seen (last) week from the various earnings reports. The earnings reports are colored from the perspective as to how much of their earnings come from overseas. EARNINGS AND INFLATION ON THE BRAIN Foreign revenues have been the savior of this quarter's earnings results. With the dollar at a record low against the euro, U.S. companies have been able to sell more to overseas customers and have enjoyed a positive currency translation when they put those revenues on their balance sheets. Among the companies set to report earnings this week, overseas sales will be key for major multinationals such as Avon Products Inc (AVP.N: Quote, Profile, Research), Procter Gamble Co (PG.N: Quote, Profile, Research) and Clorox Co (CLX.N: Quote, Profile, Research). NEW YORK (AP) -- With the start of a new quarter, Wall Street seems to have found something it badly needed: a major shift in sentiment. Stocks punished during months of sharp losses were scooped up this past week as big investors like hedge funds returned to the market. And there's a sense that individual investors -- who yanked their money from the stock market out of fear -- might be on the verge of a comeback as well. Certainly, worries about the economy and further calamities striking the world's investment banks haven't evaporated. What has changed is the way investors are looking at the market -- simply, that stocks are more likely to go up than continue their precipitous declines -- and that allowed the stocks to hold on to most of their gains this past week. After the Dow Jones industrials rose 391 points on Tuesday alone, the stock market's best-known indicator ended the week up 393 points. Sentiment is the whole story, and what we're seeing is an improvement in sentiment, said Alfred Goldman, chief market strategist at Wachovia Securities. I believe the market has bottomed, and eventually all the problems are baked into stocks and we can start looking beyond the valley to the peaks ahead. He believes the best example of this was seen in the just the past five trading days. Tuesday's big rally came on the first day of the second quarter. Then came three days of disappointing economic readings that stoked more fears of a recession, including a surge in jobless benefits claims and Friday's news that employers slashed 80,000 positions in March. The data are clear signs that the economy is shrinking, and may well be in a recession. But, unlike previous weeks when the news would have sent the major stock averages skidding, investors barely flinched. The selling has been overdone, Goldman said. Billionaire investor Warren Buffett might have had it right when he told shareholders a few years ago: If they insist on trying to time their participation in equities, they should try to be fearful when others are greedy and greedy only when others are fearful. Another sign of the shift in sentiment: the Chicago Board Option Exchange's volatility index, often referred to as the fear index, which fell to 23 on Friday. The lower the index, the less anxiety there is on the Street, and Friday made it four straight days in which the reading was below 24, a feat not seen since the end of February. The index reached its highest point in a year on March 17, when it crossed 35. That was the day after news that JPMorgan Chase Co. was buying Bear Stearns Cos. to save the investment bank from collapse. What has brought the index down, and helped lift the market's spirits, is a growing sense that the Federal Reserve is managing the credit crisis, using more than just interest rate cuts. Investment banks are using a new program to borrow money from the central bank to boost liquidity, and Fed Chairman Ben Bernanke said he doesn't expect a repeat of what happened to Bear Stearns. Analysts believe the performance of financial companies -- widely believed to be the group that leads markets higher -- will be a key to whether investors can hold on to their optimism. Their billions of dollars in write-downs from failed mortgages fed Wall Street's decline. I think the market is still very fragile, especially because people feel there are hidden depth charges on the books of financials, said Stephen Massocca, co-Chief Executive of Pacific Growth Equities, a San Francisco-based investment bank. Right now, people are relieved that the crisis appears to be over, and at the minimum, we stopped draining. He and others might get an answer once some of the nation's biggest financial companies begin to report earnings later this month -- and, more important, provide outlooks for the rest of the year. That starts April 16, when JPMorgan reports first-quarter results, followed by Merrill Lynch Co. the following day and Citigroup Inc. the next. Further collapse of the market could depend on them, Massocca said.

Dalam pernyataannya di hadapan para anggota parlemen, Gubernur The Fed Ben Bernanke, Kamis (3/4) waktu setempat, menyebutkan, bank sentral siap merespons semua situasi yang terjadi. Bernanke juga mengungkapan adanya tekanan besar di pasar. Pernyataan Bernanke didukung Gubernur The Fed New York Timothy Geithner, yang mengatakan agar para pembuat kebijakan melanjutkan aksinya secara tegas. Para trader di pasar Wall Street meramalkan, bank sentral AS itu bakal memangkas suku bunga hingga 50 basis poin menjadi 1,75% dalam pertemuan The Fed pada 29-30 April mendatang. Dua hari sebelumnya di hadapan Kongres AS, Bernanke mengakui kemungkinan jatuhnya ekonomi AS ke dalam resesi. Pengakuan itu mengindikasikan, para pembuat kebijakan khawatir bahwa penghentian kredit kepada debitor perumahan dan perusahaan akan menyebabkan kemerosotan ekonomi berkepanjangan. JAKARTA - Perusahaan konstruksi PT Adhi Karya Tbk (ADHI) membukukan laba bersih Rp111,601 miliar. Laba ini meningkat 16,7 persen dibanding tahun 2006 sebesar Rp95,581 miliar. Dalam keterangan tertulis yang diterima okezone, di Jakarta, Senin (31/3/2008), pendapatan usaha perseroan tercatat Rp4,973 triliun, meningkat dibanding tahun sebelumnya sebesar Rp4,328 miliar. Laba usaha juga masih meningkat dari Rp251 miliar menjadi Rp291 miliar. Namun, akibat tingginya beban keuangan, yang menyebabkan peningkatan beban lain-lain, membuat laba sebelum pajak menjadi Rp153 miliar, naik dari periode 2006 sebesar Rp128 miliar. Total aset meningkat dari Rp2,869 triliun menjadi Rp4,333 triliun

JAKARTA, Investor Daily PT Total Bangun Persada Tbk tengah menjajaki proyek senilai Rp 2,6 triliun pada 2008. Proyek tersebut di antaranya, kerja sama dengan Pakubuwono Residence dan Ramayana Department Store. Direktur Utama Total Reyno mengatakan, jika terealisasi, perseroan akan membangun tiga menara apartemen di Pakubuwono Residence. Nilai investasi diperkirakan lebih dari Rp 500 miliar hingga Rp 1 triliun. Perseroan akan mendapatkan keputusan perolehan proyek pada semester I-2008. Rencana itu sudah masuk pipeline dan akan diputuskan pada semester pertama, kata Reyno di Jakarta, akhir pekan lalu. Selain itu, perseroan menjajaki proyek dengan Ramayana Department Store untuk pembukaan gerai baru. Pada 2007, perseroan memperoleh proyek pembukaan tiga gerai dan tahun ini dua gerai baru. Setiap proyek bernilai sekitar Rp 18-19 miliar dan dibangun di Riau, Tebingtinggi, dan Lampung. Selama 2008, perseroan menargetkan untuk menambah pengerjaan proyek minimal Rp 2 triliun. Proyek tersebut diperlukan untuk mencapai target pendapatan akhir tahun ini menjadi Rp 2-2,5 triliun. Sementara itu, dari proyek yang dikerjakan saat ini, perseroan sudah dapat membukukan pendapatan akhir tahun senilai Rp 1,6 triliun. Proyek yang masih dikerjakan sejak awal tahun ini (backlog) mencapai Rp 2,2 triliun. Reyno mengatakan, dalam satu periode, perseroan mengerjakan sebanyak 35-40 proyek besar dan kecil. Tahun ini, perseroan menargetkan kenaikan laba bersih sebesar 90-95%. Total membukukan pendapatan Rp 1,33 triliun pada akhir 2007 dengan laba bersih Rp 53,6 miliar. Perseroan berencana membagikan dividen sebesar 30-50% dari laba bersih 2007. Besarnya dividen yang akan dibagikan baru akan diputuskan pada rapat umum pemegang saham (RUPS) 13 Mei 2008, kata Direktur Total Arif Suhartojo. Tahun lalu, perseroan membagikan dividen sebesar 40% dari laba bersih 2006. Arif melanjutkan, perseroan telah mendapatkan fasilitas kredit perbankan senilai Rp 101 miliar di antaranya dari PT Bank Danamon Tbk sebesar Rp 25 miliar, PT Bank Lippo Tbk Rp 26 miliar, dan PT Bank Central Asia Tbk Rp 50 miliar. Menurut dia, fasilitas kredit tersebut belum digunakan. Namun, itu diperlukan untuk menjaga ketika pembayaran dari pemilik proyek dan supplier tidak sinkron. Pada 2008, perseroan mengerjakan proyek pembangunan Central Park di Jakarta Barat senilai Rp 1,6 triliun. Proyek tersebut dikerjakan sejak akhir 2007 dan diperkirakan selesai pada September 2009. Selain itu, perseroan mengerjakan proyek pembangunan tiga menara apartemen dan satu menara Hotel Regatta di Jakarta Utara senilai Rp 500 miliar. Pembangunan itu diperkirakan selesai pada akhir 2008.

Proyek yang digarap berupa kompleks perhotelan, pusat perbelanjaan, dan mal. Proyek ini diharapkan rampung pada semester satu 2009. Proyek senilai Rp969 miliar ini dilaksanakan sejak Juli 2007 lalu, kata Corporate Secretary PTB Adhi KaryaB (Persero) Tbk Kurnadi Gularso, di Jakarta. Ia mengatakan, proyek berupa kompleks perhotelan, pusat perbelanjaan, dan mal yang terletak tepat di tengah kota ibukota Oman itu rencananya dikerjakan selama 25 bulan. Dengan demikian, pihaknya mengharapkan proyek dapat diserahterimakan paling lambat pada Mei 2009. Ini akan merupakan salah satu proyek besar Adhi Karya karena dibangun tepat di tengah ibukota Oman, katanya. Kurnadi mengatakan, dengan ditanganinya proyek tersebut maka perolehan proyek Adhi Karya bertambah sebesar Rp 969 miliar. Pada 2008, Adhi menargetkan perolehan proyek keseluruhan mencapai angka Rp8 triliun. Ini salah satu proyek dari berbagai macam proyek yang kami sedang tangani. Untuk awal tahun ini, sebagian besar masih dalam proses tender, katanya. Selain di Oman, PT Adhi Karya (Persero) Tbk pada akhir tahun lalu juga melakukan negosiasi proyek 12 office tower senilai Rp5,5 triliun di Uni Emirat Arab yang ditargetkan terealisasi tahun ini. Satu lagi yang sedang dinegosiasikan adalah proyek di sebuah kota di Uni Emirat Arab, kata Kurnadi. Pihaknya juga dalam proses melaksanakan proyek di antaranya di India dan Qatar. Untuk proyek di India, Adhi Karya menggarap sejumlah gedung senilai Rp 607 miliar dengan kontrak selama dua tahun.
