Does this directory exist, does Oracle have priv's on it? Does the file
already exist, and of so who owns it and what are the privs?

Hi Robert,

The directory does not exist. I am just trying to
register the database(RMANregister database).

My question is... 
from where did it pick up the name of
the control file /dev/vx/rdsk/dbdg13/Rcatctrl.ctl.

Also i tried the same operation(register database) for
different database which is running on the same box
and it works fine.
