As I mentioned to you earlier, I think this is a great idea and initiative.

However, and it will be interesting to hear what other people on this list have 
to say on this, I'm really surprised at the licencing of Expression Studio.

You get 3 Visual Studio licences, 8 server licences and a heap of other goodies 
but only 1 Expression Studio license (not counting Expression Web), also that 
single license is locked down to the "Primary contact" of the company 
(http://www.microsoft.com/web/websitespark/Support.aspx#que8).

The issue with this is that, If you want to do Silverlight development (as most 
of us on this list), you pretty much need both VS and Blend to be efficient.

I guess you could say that there's not that many Silverlight developers around, 
so one license should be enough, which I guess is fair enough. But if Microsoft 
wants to increase adoption of Silverlight, shouldn't you make the tools easily 
available? Yes true you can do Silverlight development on just Visual Studio, 
but as soon as you want to do any animations or state transitions, you need 
Blend.

There's also the whole, locking it down to who in the company gets it, I assume 
that in most cases the "Primary contact" will be the owner of the company and 
how often will that person be the Silvelight dev?

Sorry for the rant, and please don't take this the wrong way, as I said, I 
think it's a great initiative!
And a lot of small web dev shops (including the one I work for) will benefit 
greatly from it.

I just think the licencing of the Expression should be different ;)

The numbers for what you get is based on typical usage and use cases that we've 
seen from a lot of web dev companies. I would say that if you find the software 
useful and you need more of it to support what you are doing - buy it. I can 
help you get a good deal if this is the case. WebSiteSpark is all about giving 
web professionals a jump start into using Microsoft tools.

I believe there is a lot of old school trust in this program, in that we're 
asking you how many employees you have without sending around a census, and I'm 
no licensing expert, but there is no real way for us to track who is actually 
using the software on which machine so we're trusting people to do the right 
thing by us and trusting the Primary contact to act responsibly.

Dotnetpanel is designed as a web host control panel if you're going to 
self-host and manage the servers yourself.

I don't know why azure is not included at this stage - I'll speculate that its 
due to it not being a fully released product/service right now. That is valid 
feedback however and I'll make sure I ask that question.

Excellent initiative.  This is a massive step towards cleaning up software

The intent is that your primary business is development and design of web 
properties for your customers, also for you to tell us about that..

would come down to your interpretation of who your customers are..

It is possible that azure could be included - definitely will be having 
conversations around that, to figure out the feasibility.

If I understand correctly from the agreements of this it only works if you host 
websites designed for customers and not for yourself so it does not apply for 
companies that do any type of software-as-a-service type of business or not 
"custom development for a customer type".
E.g. would this apply to a service like www.twitter.com<http://www.twitter.com> 
or www.saasu.com<http://www.saasu.com> or similar, websites that are open to 
the public or to a set of customers but not "developed for customers"?

Also, any idea if azure hosting will be included later down the track?

This is an awesome initiative. Any ideas
If I understand correctly from the agreements of this it only works if you host 
websites designed for customers and not for yourself so it does not apply for 
companies that do any type of software-as-a-service type of business or not 
"custom development for a customer type".
E.g. would this apply to a service like www.twitter.com 
or www.saasu.com or similar, websites that are open to 
the public or to a set of customers but not "developed for customers"?

Also, any idea if azure hosting will be included later down the track?

Am I right in my understanding?

I eat lunch with the architects behind this and they have their minds in the 
right place as to why this exist. It's one of those things that just makes 
sense :)

This is going to be a massive thing for us worldwide, and I expect many things 
will orbit around this initiative, so it's the start of what I hope is positive 
things for the web industry - especially kick starting the startup within us 
all - (More on my thoughts later hehe).

I'll also be doing an interview with the guy who designed Microsoft.com/web 
next week, as its probably one of the best designed sites we have in Microsoft 
at the moment.
