Hi, Steve, I can only speak to the operation of the Sony ICD-B25 which is about 7 years old now. It is quite easy to use with the audio beeps function turned on (which is by default). The clock and alarm functions are totally inaccessible but all the basic and intermediate functions are fine, such as: record, stop, playback and skip forward and back; splitting a recording, joining 2 recordings, erasing a recording; moving from one folder to another, and so on. But I cannot say what features remain accessible in currently-available models. As for price, 7 years ago I paid about $75 but that's not going to tell you what they cost today since recording capacities have improved so dramatically and features added like stereo recording. I have Sony model ICD-P620. Was about $80 in Canada at The Source. The good: 4 folders with 99 messages per folder. message append function. Long recording time even at highest quality. Menus easy to navigate with beeps. Many settings can be changed with included software that works well with screen readers. The bad: Loud handling noise. Batteries difficult to change. Battery life not as good as my old Olympus. Slow to respond to actions. Not a bad recorder overall but Sony could do better. They might with other models. The milestone 311 offers up to ten folders that can be voice tagged. Also has the ability to pause/resume recording. I don't know of any unit that allows you to append to a file after the original file has been recorded. I think one would beed to start a new file then combine the two files if you so wish.
