Hmm... I can see the predicament.  Ideally, we would have a test to only
provide a default if the encoding wasn't already configured somewhere in
the build toolchain.  As an alternative, could we detect that javac or
javadoc is running without -encoding and fail the build?  (Or at least
warn prominently?)  This would be akin to a policy that an encoding must
be specified.

In event, I'm also strongly in favor of UTF-8 as default if we can
provide one, and I am willing to help with a conversion if we need it.

I got a look and I think this is an upstream bug. The plugin attempts
to locate the javadoc executable [1] by first using the java.home
property and then the JAVA_HOME environment variable. When using the
java.home property it searches for the bin directory in the parent
directory. With OpenJDK 8 the value of java.home is
/usr/lib/jvm/java-8-openjdk-amd64/jre and it works fine. But with
OpenJDK 9 the jre directory no longer exist and java.home points to
/usr/lib/jvm/java-9-openjdk-amd64, so the plugin checks if
/usr/lib/jvm/bin/javadoc exists and fails.

maven-debian-helper at least doesn't have a default encoding, each
project defines its encoding by setting the project.build.sourceEncoding
property.

I'd prefer using UTF-8 too, but it will trigger unmappable character
errors on many packages (it does with libidw-java for example). Using
ISO-8859-1 is roughly equivalent to the behavior we had before changing
the language level to 1.7. Since this mostly affects comments in the
code it isn't very important.

I'm fine if someone wants to use UTF-8, but he has to be prepared to
also fix the packages built with jh_build.

Yes, but I'm under the impression that no javahelper based package does
so (a code search on "JH_JAVADOC_OPTS" returns only javatools).

I'm not sure about that. I just know that the command line parameter
overrides the property in pom.xml.

Note that if maven.properties could override the property set by
maven-debian-helper, we would have many cases where maven-debian-helper
sets the encoding to UTF-8, the pom.xml sets the encoding to ISO-8859-1
(but is ignored), and we would have to add the encoding in
debian/maven.properties to ensure it still compiles. That would be
counter-productive since upstream already configured the encoding properly.

I'm in favor of switching everything to UTF-8 by default. Specifying the
sourceEncoding per package should be a last resort then. Most of the
unmappable character errors I had in my packages came from using ASCII
as the default. Since then I switched countless packages manually to
UTF-8 or ISO-8859-1 and this shouldn't be necessary. I agree that some
packages will FTBFS but also think that the switch to UTF-8 is
beneficial in the long run.

Don't we have a way to say javahelper and maven-debian-helper default to
UTF-8 but existing overrides like project.build.sourceEncoding (Maven)
or export _JAVA_OPTIONS (javahelper) still continue to work and take
precedence over them?

shouldn't we be more consistent with the other helpers and choose UTF-8
too? I'm not sure anymore which helper has already been fixed (I
remember Kai-Chung sent in a patch for Gradle). I'm glad to help with
this if there is more work required.
