Oh I almost forgot, I also asked *why* I was blocked and what I
could do, and their really helpful answer was:

So I'm blocked, the block can't be mitigated and they will not tell me
why I was blocked.

My remark that my server sent a whole of *3* mails in the last month
before the blacklist to hotmail addresses, none of which was spam, was
not answered. They've gone completely silent.

Ended up buying a cheap VM somewhere else which now relays to
Hotmail. (btw. don't go to Amazon Lightsail for that, they are
incapable to set PTR records.)

Beyond being their decision, they have proven over the last couple of decades 
to be willfully incompetent.

I’ve taken the step of dropping yahoo.com into the blacklist on my server since 
I do not feel that I can trust that their email is anything but compromised.

Either I read that wrong, or it is just wrong.
You need DKIM before doing DMARC.

I understand that question, but that question is wrong / incomplete.

Rewording that question: Will configuration at my transmitted end
grantee me acceptence at the recieving end?

Answer: No, but it increases your chances.

On the idea from someone in IRC, and working in conjuction with a 
colleague who was a Hotmail user, I confirmed that Hotmail was 
discarding my mail if it had only one Received: header.  Sounds 
crazy, and really, it is.  Adding a forged Received: header, just as 
many spammers do, landed me in his Inbox.

Go figure.  This was a whole decade ago, so no telling what might 
have changed in the meantime.

Oh, and I was also able to reply to his originated mail.  Their 
content filter looked for In-Reply-To: and/or References: also.

I think it's still mostly about IP reputation, which changes very 
slowly, especially at big receivers like Microsoft.
