Glad you got it working. In the Mix or Edit window, Use VO+End and move 
backwards until you see the element that says "Show/Hide Tracks List." The View 
menu also has submenus for showing and hiding various elements.

Also check the system setting "FileVault".
When active VoiceOver is not able to run during system log on.
Maybe there is some interference with the apple script, too.

So, I just got a reply from the Apple Accessibility and they have been able to 
duplicate the problem. However, they do not know when it will be fixed. So, 
maybe I will have to try something else. Are you running an earlier MacOS

I saw another thread somewhere about VO preferences being changed or  not 
sticking when screen curtain is on. Try turning screen curtain off if its on.

Create another admin user under users and groups from system preference, 
login to the new user, run VoiceOver, and see if it'll let you check it.

If it does, that means something got messed up with current user setting.

You could also Send an email to apple accessibility, and see what they say.

Hmm, I’ve never seen that before. Maybe try restarting VoiceOver by turning it 
off and back on again. Note that restarting machine does not accomplish this. 
You could also try reinstalling the OS from recovery partition if you want to 
to see if that fixes anything. Not sure if anyone else has other suggestions, 
I’ll play around with it and see if I can reproduce the bug
