Hello Steve!

It depends on the app.

* A Pro Tools session will open with all plug-ins deactivated.

* Music/iTunes lets you select the music library.

* In my case the app called "Meta" provides an additional menu item for 
debugging and other stuff.

An app developer asked me to hold the shift key while launching his app to get 
to a debug menu.
I thought that that debug menu will appear before the app opens.
Now I saw that the debug menu appears inside the app as an additional item in 
the apps main menu.
