I still like automatic switching to Bluetooth headphones and monitor HDMI
sinks.

I think that disqualifies me from one default sink strategy.

The blacklist can be used for this, yes. But do you actually need
module-switch-on-connect? If you have only one sink you want to use,
you can remove module-switch-on-connect from the configuration and set
the default sink once and it will be remembered.

Why I even started digging into this was: every time I plug into my
USB-C docks, their internal USB Audio soundcards become the default
sinks.

Except I don't have anything connected to the dock audio connectors,
which means I would like to have Pulseaudio avoid switching to it.

It still looks like the feshly minted module-switch-on-connect blacklist
argument might be the thing to aim for?

I'm not finding any other obvious way to achieve

Thanks for the feedback! I made some improvements to the docs.

Not intentional. I added now a section for module-switch-on-port-
available and updated the module-switch-on-connect documentation. Let
me know if the explanations need improvement.

Tyvm. It is unclear why one should prefer one over the other, in both
directions, what's the specific example use case.

Can, or should, or shouldn't they be loaded simultaneously?

I thought I saw some distro docs say module-switch-on-connect is not loaded
by upstream by default, but no explanation why.

Not intentional. I added now a section for module-switch-on-port-
available and updated the module-switch-on-connect documentation. Let
